00:00The Commission on Elections is now ready for the filing of candidacy of candidates for the 2025 midterm elections.

00:08The Commission also inspected the machines used in printing balotas.

00:17The Commission on Elections has already prepared for one of the most important parts of the election in 2025,

00:24the issuance of the Certificate of Candidacy of candidates for national and local positions.

00:29That's why the Commission inspected the Manila Hotel where the activity will be held.

00:35From October 1st to 8th, their COCs will file the candidates for national positions in the 2025 elections.

00:44Although this place is big and spacious, the Comelec said they are still tight on the threshold

00:51that for the Senators, they can only include four candidates for the COCs

00:56and for the nominees for the party list, they can only include three.

01:00The Comelec asked the candidates to follow the rules to avoid friction and confusion during the filing of candidacy.

01:08It's better to follow what we are doing so that you won't be forced to join a lot of people

01:16if our purpose here is not to make the filing of Certificates of Candidacy orderly.

01:22For the candidates in the Legislative District, it will be filed in the District Offices of the Comelec.

01:28For the regional positions, it will be filed in the Office of the Provincial Supervisor of the Commission.

01:33For the other local positions, like the Mayor and others, it will be filed in the local Comelec offices.

01:39The Comelec said that all the candidates' COCs will be posted on the Comelec website.

01:45We will monitor the filing of the candidacy throughout the country.

01:50And again, our call to the candidates is to use the proper form of the COC.

01:58You might be questioned if it's not the proper form.

02:01The proper form is attached to our guidelines.

02:04Of course, all the items or datos requested for the Certificate of Candidacy must be complete.

02:12Because the issue of firing Alice Cuo as the Mayor of Bamban, Tarlac is hot right now,

02:18if the COC still hires the former mayor, the Comelec will still accept her.

02:24But it's unlikely that she will run in the election.

02:27Whatever their current situation, if they are facing a case or if they have a decision in their case,

02:33we will accept that.

02:36We have a resolution where if a person has a decision from the Office of the Ombudsman,

02:42especially if it's administrative and perpetually disqualified to hold public office,

02:46we will cancel the candidacy.

02:49Meanwhile, aside from preparing the Comelec for the COC filing,

02:54the Commission is also preparing for the printing of the ballot that will be used in the election.

02:59The Comelec also inspected the new machines in the National Printing Office from South Korea.

03:05Aside from being fast, the machines are said to be capable of printing more and of high quality ballot.

03:13In the Asia region, here in the Philippines, the machines are said to be the first to be tested,

03:18similar to the ones used in the US and Europe.

03:22I hope that this is not the only thing they are showing us.

03:24I hope that when these machines perform, especially when October comes,

03:30we will see their performance and our expectations will be met.

03:34At the same time, this will not speed up the printing of the ballot,

03:38if the quality of the ballot that we will print is not good.

03:41On October 25, the machines from Mirosystems Company Ltd. will be formally turned over to Comelec.

03:47Here, the capacity of the machines will be tested.

03:50According to the supplier, they are capable of printing 1 million ballots per day.
