00:00After more than a decade of waiting, the Magna Carta for Filipino Seafarers was passed.
00:07This is what Alan Francisco has to say.
00:11Today, we gather for this ceremonial signing of the Magna Carta for Filipino Seafarers,
00:17an act that transcends what we have seen today, just mere ink and paper. It's way beyond that.
00:23President Ferdinand R. Marcos, Jr. has already signed the Magna Carta for Filipino Seafarers
00:28in Malacanang this morning.
00:30This law protects the rights and interests of domestic and overseas Filipino seafarers.
00:36It is a tribute to their sacrifices, not only a tribute to their sacrifices,
00:41but a call to weave together a future that they can be proud of.
00:47One, where their voices are heard, their rights are upheld,
00:51their families feel the support of a nation that understands the weight of their duty.
00:57President Marcos recognized the contribution of the seafarers,
01:00not only in the economy of the Philippines,
01:02but also in being a bridge that connects the country and the whole world.
01:07The President said, the Filipino sailors are enduring while being dependent on their families.
01:14Also, the work is dangerous, like what happened in the Red Sea,
01:18where a ship was attacked by Filipino seafarers.
01:22It is our way of telling our seafarers,
01:25we see you, we hear you, and we are here to support you.
01:29Because of the passing of this law,
01:31President Marcos thanked the lawmakers who supported it,
01:35as well as the stakeholders.
01:37Our different perspectives helped us produce this Magna Carta
01:41that encompasses our shared goal,
01:43to make Filipino seafarers, the industry, and the country
01:47prosper both in domestic and international waters.
01:51At its core, this new law aims to uphold the fundamental rights of our overseas seafarers,
01:58their rights to fair wages, safe working conditions,
02:01and skills and competency development amongst others.
02:06At the same time, President Marcos' commitment to the proper salary and treatment of seafarers,
02:12including training, secure contracts, and benefits,
02:16plans to establish a mechanism by the government
02:19to ensure that seafarers are valued.
02:22By prohibiting the imposition of recruitment, placement, visa, or other related fees,
02:28we hope to alleviate some of the financial struggles
02:31that our seafarers have to go through,
02:35even before they board a vessel to set sail in international waters.
