00:00This treaty is 64 years old, and it is the most unequal treaty in the world.
00:07According to this treaty, the water of the six rivers in Jammu and Kashmir,
00:11the eastern rivers, 100% of that water has been returned to India.
00:14This total water is 33 million acre feet.
00:18And the western rivers, whose water is 135 million acre feet,
00:22that water has been given to Pakistan.
00:24While India's population is much more than Pakistan.
00:27The 100% water of the eastern rivers, we were using 80% of it.
00:3220% of it was flowing towards Pakistan.
00:35A few years ago, the Modi government took a decision to build dams,
00:39some bridges, some canals.
00:42Now we are using 100% water of the eastern rivers, and it is not going towards Pakistan.
00:46The western rivers, which have Indus, Janab and Janam,
00:51India could have used 20% of its water.
00:56We could have stored 13.6 million acre feet of water.
01:0330.6.
01:05But we have not established any kind of storage capacity yet.
01:09Secondly, we can use the run-of-the-mill projects for hydropower electricity generation.
01:16And thirdly, for irrigation, we can use 13.6 million acre feet.
01:23But till now, we have used 6.4 million acre feet.
01:27India has clearly said that keeping in view of India's demography,
01:32that is, keeping in view of the size of the population,
01:35keeping in view of clean energy,
01:37and keeping in view of COPA 20, which we have implemented in Paris,
01:40to cut our emissions,
01:42and keeping in view of Pakistan's attitude towards terrorism,
01:45India has said that we will renegotiate this treaty.
01:50India has been trying to do this for the past two years.
01:53It has written to Pakistan five times, but Pakistan has not responded.
01:56They have said that if they want to renegotiate the treaty,
01:59then both the commissioners should talk to each other.
02:02The commissioners have been appointed for dispute resolution.
02:06But India has clearly said that the commissioners only deal with the execution of the Indo-Baltic Treaty.
02:14Because if this treaty has to be renegotiated,
02:17then it will have to be done between the two governments.
02:19But Pakistan has written to Pakistan five times since 2022,
02:23but has not responded to it.
02:26If there is a dispute between the two governments,
02:29then there are three ways to resolve it.
02:31One is the Indo-Baltic Treaty.
02:34People from both countries meet and try to resolve the dispute.
02:39If it cannot be resolved, then the Court of Arbitration.
02:42If the Court of Arbitration is not satisfied, then they can go to the court.
02:46But this is a step-by-step process.
02:49First, you have to talk to each other.
02:52If the Court of Arbitration is not satisfied, then the Court of Arbitration.
02:55The Court of Arbitration is not satisfied there either.
02:57But Pakistan wants to go directly to the International Court of Arbitration.
03:04India has clearly said and the World Bank has also said,
03:07that the decisions of both countries can be contradictory,
03:10and the results can be even worse.
03:13But India has clearly said that blood and bullets cannot flow together.
03:18And this is what the Prime Minister has repeatedly said.
03:20And if Pakistan does not renegotiate this,
03:23then India has taken some decisions.
03:25For example, we will build some dams, some canals,
03:30and some storage capacity, which has not been created yet.
03:34But we will do it now, so that Pakistan comes to its knees.
03:39Because the 20% water that is ours,
03:42and the water that we can use for irrigation in Ladakh, Punjab, Haryana, and Rajasthan,
03:49which we are not doing, we will do it now.
03:52Then, the water that can be stored in storage, which has not been done yet,
03:56we will make storage capacity and do it.
03:58Then, run of the mill, whenever we make hydroelectric projects,
04:02Pakistan shows opposition in each one.
04:06And tries to delay them.
04:08Now India has said that we will not listen to anything of Pakistan,
04:11and we will do what is in our interest.
