00:08One of the examples of this is the condemnation of the reduction of the budget of the Vice President because it is contrary to what has already been done.

00:28We know that the House Appropriations Committee values the proposed budget of the OVP from Php 2 billion to Php 800 million.

00:40And this was endorsed by some Senators, including Senator Joel Villanueva and Senator Jimbo Estrada.

00:46They say that it should not be reduced because according to the tradition of the Congress,

00:53the budget of the Office of the President and the Office of the Vice President has never been reduced.

01:01This was also the argument of Representative Rodande-Marculeta when he spoke at the hearing of the Congress.

01:09Is this view correct?

01:12According to my opinion, and this is just my opinion, my point of view, this is not correct.

01:19Because it is not the tradition of what is being discussed here when it comes to the budget, what is being discussed here is accountability.

01:26As the saying goes, public office is public trust. We hold accountable public officials.

01:33What they are spending here is the money of the people from the pockets of the people who are working and paying for their lives.

01:42Others are automatically deducted because it is deducted automatically.

01:49So, we are the owners of that money.

01:54And that is not given by the free Congress.

01:57And they should be accountable for the budget, even if it is not the budget of the President and the budget of the Office of the Vice President.

02:06They cannot say it is a tradition.

02:08Where is that written in the Constitution?

02:11It is clear that we respect the tradition of the family, the tradition of religion, the tradition of marriage.

02:19All of that is there in the Constitution, the traditional culture of the people.

02:24But it is not written in the Constitution.

02:26You should respect the tradition of the Congress.

02:30Meanwhile, this is a legal fiction.

02:33Another example of what they call tradition, for example, why they cite in contempt, for example.

02:39People do not care about listening.

02:42But when it comes to the former President Marcos,

02:52Representative Barbers himself said that they will not be held accountable for the content

02:58because of the former President.

03:01And that is a tradition.

03:03So, why do we allow tradition to dominate and we continue to be selective?

03:10It is the responsibility of the Congress to apply the law equally to everyone.

03:16And it is its responsibility that no one is chosen and no one is forced.

03:20And this legal fiction should not be used as a tradition.

03:26Their job is to fix the movement of the government,

03:29to use their power and authority to be laughed at by the people

03:35when they hold the elected officials accountable, whether they are President or Vice President.

03:42The decision of the House Committee on Appropriations was right

03:46because it did not explain properly how the budgets were spent before

03:52and there are still many items there that can be given to others,

03:56such as the Department of Health, such as the DSWD.

04:00The budget was not removed to zero, it was reduced.

04:05And the Vice President himself said,

04:07we can still live even if the budget is reduced.

04:11I repeat, there is no money and there is no foundation in the legal fiction

04:15to use tradition as a reason so that the Congress

04:21will not do their job of applying the law on behalf of the Filipino people.
