00:00Thank you for joining us for this edition of L'actualité, here are the headlines.
00:24The draft law on the strike at the heart of the debates in Morocco, the Minister of Employment and Skills,
00:30has been held with the trade unions and the CGEM. Details in the course of this edition.
00:39In the Middle East, representatives of Arab and European countries have met in Madrid,
00:43the goal is to advance the so-called two-state solution between Israel and Palestine.
00:50See you this Saturday at midnight in the election campaign for the Tunisian presidency on October 6th.
00:57Three candidates are on the list, including President Haitha Saïd, who has a new mandate.
01:02See you right away for the development.
01:09Welcome, ladies and gentlemen, to the launch in Morocco of discussions on the draft law on the strike.
01:15Younes Sekoury, Minister of Employment and Skills, met yesterday the trade unions and the CGEM.
01:21These discussions focus mainly on some key articles,
01:25including those related to the minimum service and the list of sectors where the strike is prohibited.
01:31The exchanges also focused on the modalities of the minimum service and the sanctions.
01:36It is a request from the Parliament that the negotiations be carried out within the institution of social dialogue.
01:47In Geneva, NGOs have called on the international community to put pressure on Algeria
01:53to guarantee the fundamental rights of the populations kidnapped in the camps of the Tidouf.
01:59This call was launched during the general debate on the annual report of the UN High Commissioner
02:05on Human Rights on the situation of human rights in the world
02:10during the 57th Ordinary Session of the Council of Human Rights,
02:14scheduled until October 11th under the Presidency of Ambassador Omar Zineba,
02:19President-in-Executive of the Council of Human Rights as of 2024.
02:29For Zakaria Aboudab, Professor of International Relations,
02:33is there a need within the United Nations to activate the mechanisms of protection of the kidnapped populations in Tidouf?
02:42Well, since the Presidency in January 2024 until today,
02:47even beyond, because Morocco was one of the first countries to be elected to this Council
02:54when it was instituted in 2006, progressively.
02:57So there were, let's say, some priorities, themes,
03:01such as the issue of climate change and the consequences on the protection of human rights.
03:06There are other aspects, such as the military enrollment of children, among others.
03:11There are also incessant questions.
03:13But today, you know, on the occasion of the 57th Ordinary Session of the Council of Human Rights,
03:20held by the UN in Geneva,
03:22the fundamental, crucial theme is forced disappearances.
03:28As a result, it is a question that challenges the entire international community.
03:31So we know very well, from the point of view of the philosophy and ontology of human rights,
03:36there is what we call the hard core or intangible of these rights.
03:40This includes the international pact on civil and political rights,
03:44the international pact on socio-cultural economic rights,
03:48there is the question of torture, the protection of the rights of migrant workers, etc.
03:52But there is also this question of forced disappearances
03:56and so the Tindouf camps have been challenged.
04:00I listened to a lot of petitioners, including Moroccan names,
04:05who ultimately draw the attention of the international community
04:09of the need to activate protection mechanisms
04:12because the situation is extremely dramatic and very worrying.
04:17The day after the murderous floods in the south-east of Morocco,
04:21one of the victims of the Douar d'Ikmir in Tintin was found,
04:25after meticulously conducted searches by the emergency services,
04:29on kilometers.
04:30Abdelmoula Bouhriss and Faysal Abouch give us the details in this story.
04:39Research has ended up paying off.
04:41Here in the Douar d'Ikmir, in the region of Tintin,
04:44one of the two victims who were missing was recovered
04:48Following the heavy rainstorms that fell on Tintin,
04:51Ikmir has become an open research area for the teams of the Royal Armed Forces,
04:55the Royal Gendarmerie, the Civil Defense and the Auxiliary Forces.
05:07It's amazing!
05:08It's been days since we've been looking for my nephew
05:10and finally the crew took him to a house right next to us.
05:14We've just seen his body, which God has given him in His Holy Mercy.
05:26All the services concerned have been mobilized,
05:28while the necessary human and logistical resources have been deployed.
05:32Efforts have not stopped.
05:34A search for missing people is underway,
05:36and roadblocks are being restored on kilometers.
05:45All the local authorities, along with the police,
05:48have been and continue to make a colossal effort
05:51to search for the missing and limit the damage.
05:53They are doing everything to restore electricity and water.
05:56We have seen that they have been working tirelessly
05:58to restore electricity and the telephone network.
06:06For now, efforts are underway to unblock the damaged areas.
06:09All the necessary human and logistical resources are deployed
06:12to intervene in this exceptional situation
06:15to provide aid and assistance to the population,
06:18to unblock the affected areas and to restore the connection networks.
06:23More than 431,000 women, with 158,000 children,
06:29living in urban and rural areas,
06:32have benefited from direct social assistance,
06:34as indicated on Thursday by the Deputy Minister in charge of Relations with Parliament,
06:39the Government spokesman, Moustapha Beytas.
06:41The implementation of this Royal Programme
06:43has enabled these women to benefit from direct social assistance
06:47set at a minimum of 500 dirhams,
06:49as stated by Moustapha Beytas at a press conference
06:52at the end of the Government Council,
06:54explaining that this inequality is increasing gradually every year
06:58in order to reach 400 dirhams for each child by 2026.
07:02The process of censusing the population and housing
07:06continues in different cities in Morocco,
07:09with the aim of determining the number of regular residents.
07:13This process also concerns immigrants and foreign refugees,
07:17regardless of their nationality.
07:19Imad Moujib and Younes Esgheri
07:21will tell us more about this in this story from Maficry.
07:27Just like Moroccan citizens,
07:29immigrants and refugees from various countries
07:32are subject to the census process.
07:34A large percentage are from the African continent.
07:37The integration of this category of citizens
07:40through the census process
07:42will help to draw a clear and precise picture
07:45of the situation of immigrants in Morocco.
07:48I am of Gabonese origin.
07:50I am a student here.
07:52First, I came to speak for this operation.
07:56Morocco has decided to take information
07:59from the people who live here in Morocco,
08:02i.e. their sex, age and what they want to do.
08:05So I invite several people to learn through this operation.
08:09This census operation is very, very important
08:12because it allows us to evaluate the entire Moroccan population
08:16and all the foreigners who live in Morocco.
08:19It also allows some to have a better social situation
08:24and a better insertion into the Moroccan active life.
08:28To facilitate the census process of immigrants and refugees,
08:32the High Commission of Plans formed individuals
08:35from these groups to assist them in the collection of information.
08:39The objective is to give an important place to this category
08:43in the general report of the census.
08:46My role is to be a relay.
08:48For example, in the intervention,
08:50which will take place in different municipalities.
08:53For example, in the face of sub-Saharan communities,
08:56my role is to facilitate exchanges
08:58so that it is more fluid between each community,
09:01between agents, investigators and the sub-Saharan population
09:05because some have trouble communicating with each other.
09:09As part of the realization of the principle of integration
09:12in the census of the population and housing,
09:15we must not forget any person living legally in Morocco.
09:19In this sense, a partnership between the HCP and the United Nations
09:23has been put in place.
09:25Precise data on immigrants in Morocco will help the Kingdom
09:29to update and develop important strategies
09:32for immigration and asylum.
09:34This category plays an important role in society
09:37if it is integrated in an optimal way.
09:41Let's stay in the Kingdom with the municipalities of Tangier
09:44and Palma de Mallorca, which will seal a partnership.
09:48The signing of this agreement reflects the will of the two cities
09:52to establish friendly relations and partnerships
09:55for fruitful cooperation in several areas.
09:58This agreement constitutes, among other things,
10:01a framework for the implementation of common interest development projects
10:05in the cultural, economic, touristic and environmental areas.
10:13The Ministry of Health and Social Protection
10:16announced the report of the fourth edition
10:19of the International Conference on Public Health in Africa,
10:23initially scheduled for November 2024 in Morocco.
10:26This report is at the request of the Director General
10:29of the African Centers for Disease Control and Prevention,
10:33Dr. Jean Cazaire,
10:35on the current health situation
10:37linked to the spread of the M-pox virus
10:40that affects several African countries, including Morocco.
10:43At a meeting held this Friday
10:45between the Director General of the African CDC
10:48and the Minister of Health and Social Protection, Khalid Haiteb,
10:52it was stressed that the health challenges
10:55faced by the African continent
10:57require strengthened international cooperation.
11:00Let's listen to Jean Cazaire,
11:02Director General of the African Centers for Disease Control and Prevention.
11:07I arrived in Morocco this morning,
11:10coming from Addis Ababa, the headquarters of the African CDC,
11:14to meet my brother, the Minister of Health of Morocco,
11:18and talk about the situation of M-pox
11:22that is seen on our continent.
11:25And as you know, Morocco reported its first case yesterday,
11:31and that means that all African regions are affected today.
11:37And we are looking for all means to stop this epidemic.
11:44The way this epidemic is evolving,
11:47we have already lost 742 people.
11:50Just last week, we had 100 more deaths.
11:54As the epidemic is evolving in a rather dangerous way,
11:59and as this epidemic requires that we put all our energy into it,
12:04I officially asked the Moroccan government
12:08to consider postponing the conference of public health in Africa,
12:16which is scheduled for November,
12:19so that it can be held next year.
12:22Representatives from Arab and European countries
12:25met in Madrid to try to move forward
12:28the two-state solution,
12:30one Palestinian, the other Israeli.
12:33This meeting, for the application of the two states,
12:37will bring together members of the Arab-Islamic Contact Group for Gaza
12:43and representatives of the European Chancellery.
12:51Antonio Guterres called on the international community on Friday
12:55to show unity in the face of the escalation of conflicts and divisions
12:59during the annual ceremony of the UN Secretary-General's Peace Bell.
13:04He warned that war is spreading, inequalities are emerging
13:08and new technologies are being used as unprotected weapons.
13:13On his side, Philemon Leung, President of the 79th session of the UN General Assembly,
13:19emphasized the need to restore trust and solidarity between nations.
13:29A coup d'envoi this Saturday at midnight of the election campaign
13:33in view of the Tunisian presidential election,
13:35two days after the start of the campaign abroad.
13:38Three candidates are on the list for the election on October 6th.
13:42Ayahi Zamel, Secretary-General of the Azimoun Zouher Maghzawi Movement,
13:48Secretary-General of the Echab Movement
13:51and President Norten Haïssa Saïd, who is holding a new mandate.
13:55The campaign will end on Friday, October 4th at midnight
13:58and will be followed by the period of electoral silence
14:01during which any form of political propaganda will be prohibited.
14:08In the direction of Tunisia or at the initiative of the Tunisian Network of Rights and Liberties,
14:14which is made up of different parties, organizations and associations,
14:18a march was organized in the city center
14:21to denounce the situation of rights and liberties in Tunisia.
14:26Here is Najwa Bechar for more details.
14:30Leaving the passage in the direction of the Municipal Theater
14:33on Avenue Habib Bourguiba,
14:35passing by Avenue Habib Themel with a symbolic array
14:38in front of the Administrative Tribunal,
14:41the participants in this liberation march
14:43organized at the initiative of the Tunisian Network of Rights and Liberties
14:48by branding slogans demanding the state of law,
14:51the abolition of repressive decisions
14:54and the guarantee of the right to freedom of expression.
14:58We are only a few hours from the start of the electoral campaign
15:02and that is why we have come today to say
15:05that we will not remain silent in the face of violations of the laws,
15:09in the face of arrests, in the face of this unjust anti-democratic electoral climate
15:15and to say that we demand the liberation of journalists and political activists.
15:25This demonstration took place only a few hours from the start of the election campaign in Tunisia
15:31for the 2024 presidential election.
15:34The demonstrators demanded the liberation of opinion prisoners
15:38and civil and political actors.
15:41We believe that these elections will be all,
15:44except for democratic elections,
15:46except for free elections,
15:47except for elections that are transparent.
15:50And it is in this sense that we want to take advantage of a peaceful mobilization
15:55that respects democratic rules,
15:57that respects the institutions of the state
15:59and we want to be able to express ourselves democratically
16:02because we think that we deserve this democracy,
16:06that we are going to fight,
16:07that it is a long way
16:08and that we are willing to have the necessary courage
16:11to defend this cause worthy of Tunisia.
16:14The political climate remains tense in the approach of the presidential elections.
16:19The Nava party condemned in a press release
16:22the vast campaign of arrests carried out by the authorities
16:26which targeted this week dozens of activists of the movement.
16:30It should be noted that only three candidates are in the running
16:33for the Tunisian presidential election
16:35scheduled for October 6th
16:37in the President Sortem Peset Sarayed
16:39who should face former MPs
16:41Zohel Marzeoui and Rayesh Zemel,
16:44who are currently incarcerated.
16:46From Tunisia, Najwa Becha for Mediha.
16:50In Mali, the youth and stabilization project
16:53funded by the European Union
16:55has just launched its project
16:58in favor of young people and women
17:00for the promotion of local entrepreneurship.
17:03It will be implemented in five regions of the country
17:05as explained by our correspondent Mohamed Dagnoukou.
17:09To help the populations of six municipalities
17:12of the regions of Kouloukourou, Niorouji-Sahel,
17:14Bougouni, Sikasso and Koutiala,
17:16the youth and stabilization project
17:19has just launched a project
17:21that will allow young people and women
17:23increased access to professional and entrepreneurial training
17:28and to have new opportunities for professional insertion.
17:33The objective of this support is, I remind you,
17:35to strengthen the production and transformation skills
17:38of producers and transformers of maraché products
17:41in order to allow them to access
17:43new economic opportunities.
17:46In the six municipalities of implementation of the project,
17:48there are 16 maraché perimeters,
17:50water reservoirs and 7 units of transformation
17:54that will be carried out in addition to the cooperative structuring
17:58of the 25 identified groups.
18:01It will greatly improve our young people and our women
18:05and they will have materials for the implementation
18:08of their agricultural activities
18:11and then the young people will also have materials
18:16for their work in the field.
18:20For the beneficiaries, especially women,
18:22this project is a breath of fresh air
18:25in this period of crisis.
18:27This project will relieve us a lot,
18:29especially since for many of us
18:31we depend on ourselves to face our responsibilities.
18:35So by helping us, it is the children who are helped.
18:38Our children will be able to go to school in good health
18:42and in a harmonious environment.
18:45This project, as well as the others in the project,
18:48aims globally to contribute to the stabilization of Mali
18:52and to the return of peace.
18:56And this concludes this news.
18:57Thank you for following it.
18:58The news returns on May 1, TV Africa.
