00:00Vice President Sara Duterte accused House Speaker Martin Romualdez and House Appropriations Committee Chairman Zaldico of controlling the national budget.

00:12Duterte said that some congressmen approached him in 2023 to ask for their share of the Php 5 billion spent on the construction of the classroom of the Department of Education.

00:27When he did not agree, the budget amounted to Php 15 billion in the approved national budget.

00:35But what was added was that the DepEd did not control how to spend it.

00:40We asked for Romualdez's acceptance, but they did not agree yet.

00:45I called it a fraud, said Vice President.

00:49She also accused him of using confidential funds in 2022.

00:55Meanwhile, the budget of the Office of the Vice President again interfered in the hearing.

01:01Duterte was not in the budget hearing.

01:03That's why he was again dismissed, despite the motion of a congressman to end it.

01:11You may not like the person, you may not like her presence here, but you have to respect the Office of the Vice President.

01:30A while ago, Jose Marcoleta also said it's a cherished tradition to approve the budget immediately.

01:37But there's a cherished tradition that when we deliberate a budget of any agency, that the head of agency should be present.

01:47We have become too kind, Madam Chair.

01:50And I would think that it is time for us to realize that we should not allow any head of agency to further insult the authority of Congress.
