00:00Following the Senate's hearing today, the budget of the Department of Transportation and the Education Department.

00:09Senators, various talks are being held in the agencies.

00:15Daniel Manalastas will return to Sento ng Balita live.

00:20Aljo, some of the Senators who attended the budget hearing here in the Senate are the Executive Budget of the Department of Education and the Executive Budget of the Department of Transportation.

00:35In the budget hearing of the DOTR, one of the questions was asked by the Philippine Coast Guard.

00:41After the issue was brought up yesterday by Alice Guo, they were able to postulate using yachts and ships.

00:49Now, Senate Minority Leader Coco Pimentel left a few words of the PCG.

00:55Should the PCG have a role there? Should it be intercepted?

01:01In our existing memorandum circular on pre-departure inspections, vessels which are non-common carrier are not included in the PDI.

01:13And that is the reason why we are now revising the circular, Your Honor, so the Coast Guard will have a role in the enforcement in this kind of vessels, Your Honor.

01:25You are revising? So when you are revising, when will the revision be effective?

01:32We're looking at October, Your Honor, we should be done.

01:34And what is the revision?

01:35To include non-common carriers in the implementation of pre-departure inspection.

01:43According to Senator Pimentel, because of that, there is a gap.

01:48That is why the Senator ordered the government authorities to let us shape up.

01:53In the face of that, the Department of Education, in the budget hearing here in the Senate,

01:58is one of the Senators' priorities, as to what should be done to ensure the optimal use of the resources allocated to them.

02:06We have to be more efficient, actually, with the demands of the future, the demands of urbanization, etc.

02:14So having said that, we will definitely work very hard to be more efficient, efficient organization going forward, Your Honor, Madam Chair.

02:26But there are items that are slow-moving in the early part of the year, because it's related to the school year.

02:34Meaning, you will spend the first semester, but for the succeeding semesters, they wait until the next year to be spent.

02:45At this point, the budget hearings here in the Senate are still ongoing.

02:50While we are waiting for a follow-up update, we will stop here.
