VP Sara: I am not a spoiled brat  Vice President Sara Duterte said she is not a spoiled brat.  "I am used to answering questions," Duterte said in Filipino in a Sept. 4 video interview released by the Office of the Vice President on Monday.  "I am used to that, and the public knows that I am not a 'bratinella' or spoiled brat because they have known me from the time that I was still in Davao, from the time that I was still mayor," she said in mixed Filipino and English.  Duterte drew flak over her behavior when the budget of her office was reviewed by the House of Representatives’ Committee on Appropriations on Aug. 27.  She and Sen. Risa Hontiveros also clashed when the Senate held its budget hearing last month. 00:03First of all, we would like to thank you for the opportunity you gave us to interview you.

00:08But before anything else, what is the reason you gave us the opportunity to interview you?

00:14Thank you very much for the opportunity you gave me today.

00:20I gave this interview because I want the people of the country to know

00:26and explain to the people of the country why I am not answering the question and answer

00:32in the Budget Hearing of the Office of the Vice President for our Budget Proposal 2025.

00:39I want the people of the country to understand where I am coming from.

00:45Madam Vice President, in the past few weeks,

00:47the hearings of the House of Representatives for the 2025 OVP Budget were full of news.

00:54Some say that you are praying, especially in the House of Representatives.

01:00They say that you are not used to being asked about things,

01:04so that is why you became like this.

01:07What is your reaction to this?

01:08I am used to being asked about things,

01:13that is why I give interviews even if they are not arranged interviews,

01:19they are ambush interviews of the media where they get the questions of the people of the country.

01:24I am used to that.

01:26And the people of the country know that I am not a bratinella or a spoiled brat

01:33because they have known me since I was still in Davao,

01:36since I was still a mayor until I became Vice President.

01:41The people of the country know that I do not abuse my power and authority

01:47in all the offices that I have held.

01:52The whole country knows that I am not a spoiled brat.

01:58In fact, when I was growing up,

02:01my friends were not from a political family,

02:06from a rich family, from a powerful family.

02:10They were just ordinary people and that is what I raised.

02:16An ordinary environment of an ordinary citizen of our country.

02:26In my opinion,

02:28it is not just the members of the House of Representatives

02:37who do not get what they want and they want to hear the answer.

02:43And it is not just the members of the House of Representatives

02:47who answer their questions.

02:55So, in my opinion, this is also one of their attacks,

02:59that they are like a bratinella,

03:01even though I answered their questions,

03:03it is not just what they want.

03:07Madam Vice President,

03:10regarding the budget hearing,

03:12do you believe that the Congress really has the power

03:15to voice the budget of each government agency?

03:19Of course, yes.

03:20It is stated in our Constitution

03:23that our Congress has the power of the purse.

03:27That is why there are budget hearings

03:30and there is a passing of the budget from the House of Representatives

03:34to our Senate, to our Congress.

03:37We recognize that.

03:39That is why we went to the Senate hearing,

03:43we went to the House of Representatives hearing

03:47because we presented a budget.

03:52What I did was, I said,

03:54we will forgo the question and answer part of the budget hearing.

04:02But regarding that, Madam Vice President,

04:04shouldn't the people of the country know

04:07about the OVP Fund

04:09and where it will be used for 2025?

04:12Yes.

04:13It is very important for me that the people of the country

04:16should know about the Office of the Vice President budget proposal.

04:19That is why before we went to the Senate,

04:21before we went to the House,

04:23we published our budget proposal

04:27on our website, the Office of the Vice President,

04:31on our social media platforms.

04:33We made it easy for the people of the country to understand

04:37where the budget proposal of the Office of the Vice President will go.
