03:25The Archipelagic Sea Lanes Bill has been approved by the Bicameral Conference Committee.
03:29How can it be used against ships and airplanes entering our territory?
03:36Let's find out in the breaking news of Joseph Moro.
03:42Both the Chamber and the Senate approved the bill that establishes the Archipelagic Lanes of the Philippines.
03:50These are like highways around the Philippines where ships and airplanes can pass freely,
03:56even from other countries.
03:58The bill also imposes penalties on ships and airplanes that illegally enter the Philippines.
04:05This is a road.
04:07If this is your access,
04:09this is it, right?
04:10The one in the middle.
04:11The one in the middle.
04:13So, 25 here, 25 here.
04:15If they don't comply with Section 23,
04:19we can deny them access.
04:21Not just the PLA,
04:25not just in other states.
04:27If they don't comply, they won't be able to cross us.
04:30Some of these provisions may allow ships and airplanes to pass freely,
04:36but they can't stop, dock, or dock,
04:39except if there's an accident or if they're helping another sea vehicle.
04:43Ships must always be identified by their automatic identification system
04:49and comply with the Philippine Coast Guard and Civil Aviation Authority of the Philippines.
04:54It should also not be an excuse to use force against the sovereignty,
04:58territorial integrity, and political independence of the Philippines and international law
05:02of ships and airplanes that cross the archipelagic sea lanes.
05:07The Banokalang Act was passed in front of several patrols of Chinese ships in the West Philippine Sea.
05:13So, it will give a kick to our victory in 2016 against China.
05:18Is strengthening our arbitral award?
05:20Timely, coincidentally.
05:22But will the Philippines use this against the entry of other countries into our territory?
05:28It will have to be approved first by the International Maritime Organization.
05:33So, if the IMO is approved, it's a global notice to everyone.
05:38This is the ASL of the Philippines, you have to comply.
05:42And IMO is very strict when it comes to enforcement mechanisms.
05:48So, if the IMO is heavy.
05:51The Maritime Zones Bill was first passed in July in the BICAM,
05:54which establishes the boundaries and sovereign rights of the Philippines,
05:58such as the Exclusive Economic Zone or EEZ, which is commonly called the West Philippine Sea.
06:03The two Banokalang Laws are the target that the Congress will submit next week to the President
06:09to be signed and passed as laws.
06:13It's time for the President to sign them.
06:14It will be issued as a proclamation and it will be effective within six months.
