01:12:23Could you tell us everything from the beginning, please?
01:12:26You are not the first people to ever fight back against unfair licensing laws.
01:12:30In our very first case,
01:12:32Pamela Farrell and Talib Jinn-Ukta,
01:12:35two highly successful salon owners,
01:12:37were fined and threatened with closure
01:12:40for running a natural hair braiding program without a license.
01:12:43Through us, they sued the government of Washington, D.C.
01:12:46for violating their constitutional rights.
01:12:49And D.C. wanted to avoid bad press.
01:12:52They just changed the law.
01:12:54So there's precedent.
01:12:55We can win.
01:12:56Well, you have to remember that D.C. is not a state,
01:12:59so the rules are not the same.
01:13:01That's a city with a population of about 700,000
01:13:04and a largely black and sympathetic city council.
01:13:08Mississippi has a population of over 3 million
01:13:11and a legislative body full of mostly good old boys who couldn't care less.

01:24:29The current law denies hair braiders like Melanie Armstrong
01:24:32their constitutional right guaranteed by the 14th Amendment,
01:24:36the right to earn a living in their chosen field.
01:24:39The current laws in place with the State Board of Cosmetology make it virtually impossible
01:24:45for hair braiders to be trained, to train others,
01:24:49and to obtain a license truly relevant to the work that they do.
01:24:55The entire system of cosmetology dates back to the early 1900s.
01:25:00It doesn't make sense anymore.
01:25:03But a lot of people make a lot of money from it.
01:25:06And those people make sure that the rules don't change.
01:25:09They don't care about the lives destroyed when thousands of women cannot work.
01:25:14And you might ask yourself how this could be so.
01:25:17But to answer, you only need to look at Melanie.
01:25:21And then look around you.
01:25:24There is not one person who understands black hair or African micro-braiding
01:25:30at a single cosmetology school in the entire state of Mississippi.

01:25:35Yet it is into this unbending wall of ignorance
01:25:40that Melanie Armstrong and any person who wishes to practice African braiding
01:25:45in the traditional styles is meant to throw themselves.
