00:00In response to more than 100 human trafficking victims in Lapu-Lapu City,

00:06we will discuss with Dr. Winston John Casio,

00:11the spokesperson of the Presidential Anti-Organized Crime Commission.

00:16Dr. Casio, good afternoon.

00:19Good afternoon, ma'am. I am from Lapu-Lapu, Sugbo.

00:25From the 162 foreign nationals that you have met in a region in Lapu-Lapu City,

00:33what are their nationalities?

00:37Ma'am, we are now at 169. We have 91 Chinese, we have 69 Indonesians,

00:466 Burmese, 1 Malaysian, and 2 Taiwanese.

00:51Our category is like this, ma'am. We have 6 Indonesians who were rescued here.

00:57They are part of the 13 that were requested for rescue by the Indonesian Embassy.

01:03All the rest, technically, are now on arrest because of suspicion that they are scammers.

01:13In your initial investigation or findings,

01:15does this have a connection to the POGO operations in the country?

01:20Are the Filipinos also included in the operations that we are talking about?

01:26Yes sir. We have four Filipinos who were rescued.

01:31Apparently, based on the initial interview conducted,

01:33they are remnants who were rescued from Bambang and Porak.

01:39Even the 169 that were here, most of them are foreigners from Bambang and Porak.

01:48According to the news, they were rescued from Porak and were transported here on June 8.

01:56June 8 because our operation was on June 7.

01:59We would also like to know the details of the raid.

02:04What were the requests or reports that you received to carry out this raid?

02:12We received a request from the Indonesian Police Attaché, Superintendent Retno,

02:20that they rescued three Indonesian nationals from this scam farm on July 21.

02:29Then on July 22, they went and got the DOJ IACAT Region 7 and NBI 7.

02:39Then the NBI and IACAT contacted us.

02:44That's why we started planning this operation.

02:47But this has been planned for a long time.

02:50It has been planned for two months that we will be included in the intelligence community.

02:56Sir, let's go back to the Indonesians.

02:58What was the reaction of the Indonesian government in responding to the Indonesian nationals?

03:07We thank the Indonesian Embassy as informed, as conveyed to us by the Indonesian Police Attaché.

03:16The Indonesian Police Attaché has arrived from Indonesia.

03:22What will be the next steps after the inclusion of these foreign nationals in relation to our immigration laws?

03:32Where are they now? How are they?

03:36They are still here in our custody, inside the scam farm that we raided.

03:41They will go through two legal processes today.

03:45The first one is what we call criminal e-inquest.

03:48It will be an e-inquest for those to be charged criminally.

03:51We already have those who will be charged criminally.

03:55Later, around 2 p.m., they will start their immigration inquest.

04:00We are just waiting for the time to settle.

04:04When the time settles, we will transfer them through a military transport plane, C-130.

04:12We are requesting to the Philippine Air Force.

04:14Most likely, when the time settles, we will transfer them to Manila for tomorrow.

04:20Sir regarding the property or hardware that was recovered from the victims,

04:26what will be the next steps of the authorities to investigate the data that may be connected to the POGO operations?

04:35We are already drafting an application for warrants.

04:39First is the general warrants, then we will apply for separate warrants so that we can search the contents of computers, laptops, and cellphones.

04:51When we analyze the data inside the digital devices, we will be able to investigate the additional cases.

04:59But in the meantime, we are also drafting what we call a preservation order to be signed by our Executive Secretary.

05:08We will temporarily confiscate the entire building, the entire compound, more than two hectares, including all the vehicles here,

05:19in preparation for the filing of civil forfeiture cases against this.

05:26Director, who owns that structure, that property?

05:33We have a family of Chinese nationals in this quarter.

05:39They have an SRRP, what we call Special Retirement Residency Visas.

05:47Apparently, they are the ones who are running this.

05:50Their facility is still in 2019.

05:53Before, it was open to the public.

05:55Now, even though it is still on booking websites, but when we talked to the Filipinos, their employees,

06:02it is already reserved for the nationals who work in the scum farms here.

06:12All right. We are also looking for updates on other POGO hubs in the country.

06:19How many are still operating based on your monitoring and data?

06:28There are a lot. As low as 58, as much as 300, we are chasing the illegals.

06:35You know, ever since the President was elected, the first ones to close are the legals.

06:43The legals are already winding down.

06:45But the illegals, if they are really illegals, it seems like they have no intention to leave the Philippines.

06:53It seems like they will be left behind.

06:55If not, they are saving money before leaving the Philippines.

07:01Dr. Cascio, please send a message to our countrymen, especially since we have a Filipino who was rescued in this operation.

07:11First of all, I personally and maybe the agency that I represent, we talked yesterday.

07:17We want to ask for help from local chief executives, mayors, governors, even barangay captains, barangay officials.

07:27You know, they are the eyes and ears of our national government.

07:32So before the higher-ups, the national government agencies like PAOC,

07:37the first ones to know about this are the local officials.

07:42I hope that they will be more careful in their monitoring.

07:48And I hope that others will not be fooled by the illegal activities they see inside their offices.

07:57Because it is not enough for them to say that they do not know what is happening.

08:03That is why we are a lawful nation because we need to work 24-7 for the people.

08:10We cannot say that we do not know that there are such activities.

08:15If we learned from the national government, why did the local government not know?

08:19So that is all we are asking for, that this problem will not last long and we will follow the President's order

09:35I will leave that to the DILG to make their determination because as of the moment, we have no evidence either way, if they know or not.

09:45What you can see here is, of course, there is a negligence because if there are such activities,

09:54the first thing to know is the business process licensing office, the BPLO, the fire, the Bureau of Fire Protection for the issuance of fire certificates, and whoever else.
