00:00Before the end of August, the Commission on Elections issued the guidelines for the approval of the Certificate of Candidacy for the 2025 midterm elections.
00:11And it not only includes filing, but also the guidelines for disqualification.

00:23The candidates for the 2025 midterm elections have been waiting for a month.
00:29This is because from October 1 to 8, the approval of the Certificate of Candidacy for the Commission on Elections will open.
00:36That's why COMELEC issued the guidelines for the approval of the COC.
00:41And now, they are more strict, especially in disqualifying the candidates.
00:47Based on Resolution 11046 issued by the Commission,
00:52it is easy for COMELEC to disqualify or cancel a candidate's COC if they see a mistake here.
01:00And for the COC to investigate, there should be a complaint filed against a candidate.
01:08For the declaration of a nuisance candidate, a candidate has three guidelines issued by COMELEC.
01:17For example, it should be proven that the COC hired an individual to play the election.
01:24There should also be a complaint filed if the intention of the candidate is not to run for the election.
01:30And for the disqualification of the candidates, it should be proven if there is a lack of qualification
01:36and if the candidate did not hire an assistant in the next two elections.
01:40A candidate can also be disqualified if he is found guilty by a court
01:46because of corruption in the election, earned by the act of terrorism,
01:50overspending in the campaign, and more.
01:53COMELEC also reminded that petitioners should be allowed to submit this before the candidate's proclamation.
02:01And for the petitioners of the COC who are using a substitution,
02:05it should be allowed from October 1 to 8.
02:09And if it passes, it is applicable if the COC hired a dead or incapacitated person.
02:16It should be remembered that COMELEC Chairman George Erwin Garcia said that
02:20to make it easier for registered voters to see if there is a violation of their COC,
02:27they plan to post the Certificate of Courtesy of COMELEC on their website.
02:32They will also allow the hiring of a petitioner by personnel or electronic mail.
02:38Meanwhile, even in political parties, COMELEC is also strict.
02:43From five names, they will hire ten nominees who will be the representatives of their party.
02:50The substitution of the names of the nominees will be allowed until October 8.
02:55If it passes, it is applicable if all the nominees are dead or incapacitated
03:03or their duties as nominees are no longer valid.
03:07COMELEC first explained that their strictness in the upcoming elections
03:13is to ensure that there will be a proper election in 2025.
03:17If there is a request for it, they will accept the petition that will be filed against them in the Supreme Court.
03:25Meanwhile, COMELEC also reminded that the last day of the Register Anywhere program is tomorrow
03:31and only a month before the deadline of the registration of the voters, which is scheduled for September 30, 2024.
