00:23But this is the setup.
00:25We can't do anything about it.
00:29Well, to begin with, it's really a great honor for me
00:36to address this very distinguished gathering,
00:42men and women of the press,
00:46leaders of legacy and new media,
00:51vanguards of the academe,
00:55defenders of the democratic process,
01:01and fellow Filipinos,
01:06good morning to all of you.
01:10I extend my deepest gratitude to all of you
01:16as we sign this grand covenant on National Press Freedom Day.
01:26The 1987 Constitution, as you know,
01:30in Article 2, Section 24,
01:34expressly recognizes the vital role of information in nation building.
01:45But what was left unsaid
01:49is that such information must be true and not fake.
01:59It must hold the whole truth, not just a part,
02:07and be unbiased and balanced.
02:15This information is as old as communication,
02:24evolving from these inscriptions on stone,
02:29the printed page, to the digital tweet.
02:35Although the phrase, fake news,
02:40became frequently used in political and media discourse,
02:46it was only in 2016 that it has been pervasive through the ages.
02:57From the banks of the Nile River to the Roman Empire,
03:03it was manifested in fabricated victories,
03:09magnified minor revolts,
03:13distorted reputation to influence judicial decisions,
03:19and swayed public sentiment to redefine political alliances.
03:28In those times, it was the stalwarts, philosophers, educators,
03:36and theologians who stood against falsehood.
03:43The parallels between ancient and modern times are striking.
03:55Not a day goes by without false information spreading like wildfire
04:04in an ecosystem where checks and balances are outpaced by distortion,
04:12deception, and speed.
04:17It is once again the stalwarts, like you, those who are behind me,
04:24who stand against this information.
04:30Panata contra fake news is a continuation of a longstanding crusade
04:39to safeguard the integrity of discourse.
04:44For a problem so wide and deep,
04:49it needs a massive undertaking to fight it.
04:55Thus, this crusade moves in three waves.
05:03The first wave, magkaisa tayong labanan ang fake,
05:11was initiated by GMA journalists
05:15and perhaps by other journalists as well.
05:22The second wave, pipirma ako,
05:29is invigorated by our valued partners present today.
05:37And the third wave, kaisa ako,
05:41will be fired by Filipinos who would like to take part in the movement.
05:51Every day, there will be big and small moments of truth in front of us.
06:00I have always subscribed to the belief that all these moments are important.
06:10As truth-tellers, we must be morally upright at home, in school, and at work,
06:22always carrying out everything with a sense of responsibility.
06:31At home, we lay the foundation of character.
06:37In school, we impart crucial skills of inquiry and integrity.
06:47At work, our actions, decisions, and advocacy are indispensable
07:02in this battle against all forms of disinformation.
07:10Fake news is both dangerous and harmful.
07:16But the truth is glorious and useful.
07:21It fosters an informed populace, essential for a functioning democracy and a stronger society.
07:33With it, we lay the groundwork for transformative projects that enhance the lives of every Filipino.
07:49Truth is the very mechanism by which we build a better nation.
07:57It is not always the most viral, but it remains the best story to tell.
08:07We must always spread the truth that no one is being lied to, no one is being protected,
08:18and no one is being lied to through genuine service.
