01:27President Bootsman, Citizen Ivan Hill, Foreign Minister, Dr. Reinaldo Munoz, Procurator of
01:38the Republic and citizens, directors of the National Electoral Council, citizens, deputy
01:49ministers of the Popular Ministry for Foreign Relations, distinguished representatives of
01:59media outlets, ladies and gentlemen.
02:05Today on August 22, we have been summoned here to the headquarters of the judicial power
02:13to share information of interest.
02:17I want to take advantage of these words to thank the whole staff participating in this
02:28exhausting auditing process for their professionalism and the support demonstrated and the high
02:38training showed by the national and international experts following the legacy of Libertator
02:46Simon Bolivar.
02:48The constituent power gave birth to the nominated judicial power to dedicate and constitutionalize
03:02the transcendence of the public opinion in the public affairs and in addition, it created
03:11the electoral chamber in the Supreme Court of Justice as an entity to discuss electoral
03:23controversies.
03:24The Supreme Court of Justice considers to vectorize the commitment and the will of providing
03:35justice to guarantee peace and tranquility of the Republic.
03:40That's why we won't stop in our sacred holy mission, in function of which I read the final
03:54judgment that decides and concludes in a definite way the contentious appeal regarding the elections
04:08on July 28th.
04:11Now I read the final judgment.
04:17For the reasons hereby exposed, this electoral chamber of the Supreme Court of Justice administering
04:25justice on behalf of the Bolivarian Republic of Venezuela, by the authority abided by law
04:33declared first, it is ratified the competency of this electoral chamber any time it was
04:41here, the contentious appeal accepted to verify and validate, to certify unequivocally the
04:56results of the electoral process held on July 28th, 2024, and so it is the attachment
05:07of this action in compliance with the Article 297 of the Constitution of the Bolivarian
05:14Republic of Venezuela, and the Article 27 of the Court of Justice that attributed the
05:27judicial control of actions of the parties that participate in the aforesaid election.
05:38About the rights of elections, it is competent to say that it was asked to verify which has
05:52been the will of the turnout in the presidential elections, in which it was evident a massive
06:07cyber attack against the electoral system, which resulted in a crystal clear transgression to the
06:17electoral power, and it is such competency, it is ruled by the Supreme Court, and to strengthen
06:32the electoral culture as a novelty means in this position of our citizenship for the state to
06:44guarantee its protagonism as it is stipulated in this electoral chamber. Beyond our borders,
06:53examining the right conferred in similar situations for the election of head of state,
07:04other nations exercising their jurisdiction have issued pronouncements about the electoral
07:14controversies, as it is the case of the United States of Mexico, and they issued the judgment
07:28on the election in August 2024, declaring the elections and guaranteeing the social peace by
07:41this means. Likewise, it occurred in the last process of presidential elections held in Brazil
07:50on October 30, 2022, in which development there were claims referred to electoral fraud, in which
08:01the High Court of Justice interfered as the maximum authority in electoral controversies,
08:11which the court made decisions in an attempt to avoid a crisis in that country, and in the
08:22elections in presidential elections in 2000, the results were controversial, and the situation
08:39was solved by the Supreme Court of Justice, so it is clear that ahead of electoral controversies,
08:51the Supreme Court of Justice constitutes the last entity for its resolution as guarantors of the
09:01state of rights, and that the National Electoral Council, as a ruling authority of the Bolivarian
09:13Republic of Venezuela, said on August 5, 2024, appeared with the main rectors headed by its
09:25president, Eduardo Moro, Elvis Amoroso, in compliance with the request, with this request
09:38by the electoral chamber of the Supreme Court of Justice, and they delivered all material
09:46attached to the elections on July 28, as said by the rector Juan Carlos de Opino, who didn't
09:58appear before the Supreme Court of Justice of Venezuela, and he didn't justify his absence
10:08so having been summoned by August 8, 2024, the 38 political parties have been appearing,
10:27and only 33 delivered the affidavits required. The first in Venezuela, movement,
10:40Unidad Acción Democrática, Republican Movement, Red Flag, Derecha Democrática Popular,
10:51and so she's mentioning the political parties that appeared before this court.
11:01United Socialist Party of Venezuela, Tupamaru,
11:20Green Party of Venezuela, Electoral Movement of the People,
11:31Mifishar Party, Communist Party of Venezuela, Popular Unity of Venezuela, and Alliance for
11:39the Change, and likewise, of the 10 presidential candidates, 9 appeared before the court. Citizens,
11:49Antonio Carrin, Enrique Marquez, Jose Brito, Luis Eduardo Martinez, Daniel Ceballos,
11:54Javier Bertucci, Claudio Fermin, Benjamin Ronceu, and President Nicolás Maduro.
12:00So, it is being submitted record that the political parties, pencil party,
12:14and they didn't deliver the required documents, and Enrique Marquez didn't deliver the affidavits,
12:26so it is decided that all electoral material delivered by the National Electoral Council
12:34and the political parties are safeguarded in this electoral chamber of the Supreme Court
12:42of Justice. Third, that the former candidate, Edmundo González Urrutia, didn't attend any
12:52stages of this process at which he was subpoenaed, so he didn't comply with the order of the Supreme
13:03Court of Justice, which is the highest entity in Venezuela, and he didn't deliver any tally
13:11sheets, or any list of witnesses, or any electoral material whatsoever. So, in consequence, he
13:18disregarded the order, and he disrespected the authority of the Supreme Court of Justice,
13:28so his behavior, that's why there are the following sanctions against him, and a citizen,
13:41José Luis Cartaya, representative of the Mesa, and Simón Calzadilla, representative of the Movement
13:50of Venezuela, all of them members of the Alliance, a unitary platform, a democratic unitary platform,
13:58that support a citizen, Edmundo González Urrutia, they didn't deliver any electoral material,
14:08arguing that they didn't have any electoral documentation, so they expressed that they
14:17don't have tally sheets, or any list of witnesses of the polling stations, and so it is assumed
14:29that they didn't participate in the polling stations of this election, contrary to what
14:40is recorded in the videos of their attendance. So, national experts and international experts,
14:47it constitutes a full proof of this contentious electoral appeal, referred to the auditing
14:59process of all the documents delivered by the National Electoral Council, in physics or digital,
15:12related to the elections on July 28th, and so executed in compliance with the highest technical
15:24standards, in which, once it was examined, all material collected, such auditing determined that,
15:37on the grounds of the results obtained in the auditing process, we can conclude that the
15:47bulletins issued by the National Electoral Council, regarding the presidential election in 2024,
15:55are backed up by the tally sheets issued by the electoral machines of the electoral process.
16:05Likewise, these tally sheets maintain full coincidence with the registrations of the
16:12database of all national totalization centers. Fifth, this electoral chamber declares that the
16:25present contentious appeal, on the grounds of the auditing process carried out and verified,
16:36that, on the grounds of the briefing of national and international experts,
16:48highly trained, who guaranteed the maximum level of excellence, this electoral chamber
16:59certifies that the auditing electoral material validates the results of the election on July 28th,
17:16issued by the National Electoral Council, in which resulted elected citizen Nicolás Maduro Moros,
17:24as president of the Bolivarian Republic of Venezuela for the 2025-2031 term, and so it is decided.
17:38Sixth, it is urged the National Electoral Council to publish the final results of elections on July 28th,
17:492024, for the election of the president of the Bolivarian Republic of Venezuela,
17:56to be issued in the Gazette of the Bolivarian Republic of Venezuela, which is stipulated in the article 165,
18:09which says, Article 155, the National Electoral Council will order the publication of results of the electoral processes
18:25in the Electoral Gazette of the Bolivarian Republic of Venezuela, within the 30 days after the proclamation of the elected candidates.
18:40It is submitted a certified copy of this final judgment to the Attorney General of the Republic,
18:51citizen Tarek William Saab, to the ends that be included to the penal investigations about the irregular events
19:03that this institution anticipates, as we cited, to determine the responsibility of the case,
19:16ahead of the uncertainty caused by the population of those forgery of public documents,

23:45results issued by the only authority of the country, which is the National Electoral Council,
23:51in the terms already known, and among other things, it expresses clearly the remission of such
24:03final judgment, in which in one of its items mentions a communique of the Prosecutor's Office
24:14that was related to the ongoing investigation, which we will inform in the upcoming hours
24:23about the usurpation of functions and electoral crimes, conspiracy among others,
24:34caused by or led by the ones who were planning to disregard the legitimate authority
24:44to issue the results of the National Electoral Council, and use the electoral theme to escalate
24:52the criminal terrorist actions, which has no peaceful character, and we denounced,
24:59we already denounced and processed and sentenced, that are in full process, and that's why,
25:07parallel to those actions, which are going punishable, in which we noted the terrorist
25:17crimes led by the known comanditos, all of them were committing crimes, those 27 deaths, I have
25:31added two motorbike drivers who were crashing due to these hate crimes by these criminals,
25:46so in parallel with this investigation that we have arrested several criminals, we have been
25:55using all judicial resources and complying with that final judgment to advance and deepen those
26:05investigations that will have results, and we will announce it in due time.

27:47constitution of the Bolivarian Republic, and it has triumphed its constitution. Once again, we
27:55demand respect, we demand non-interference in our internal affairs, as you can see
28:02live on TV, in TV, are matters that have a solution within the framework of our laws,
28:11our constitution, and we have reflected in the final judgment of the Supreme Court of Justice

29:25to peace, and it is present here in this appearance, representatives of the moral power,
29:35and we want to listen to the opinion about this final judgment of the Supreme Court of Justice,

39:34recalled in the history as an event of the highest democratic level. All Venezuelans,
39:43we hope this ship that arrives at its port within the framework of laws and democracy,
39:57with this final judgment so clear and steadfast, it is strengthening our electoral power because
40:05it has been an electoral power that despite the cyber attacks that continue suffering,
40:14provided the information, the tally sheets, with a unique electoral system guaranteed
40:21despite the ongoing cyber coup d'etat, guaranteed the will of the Venezuelan people,
40:30which was safeguarded by institutionality, I am very pleased about these results.
40:36And with this final judgment, it is ratified the institutionality of Venezuela,
40:41and it is an example for the world that the Venezuelans are responsible and have the capacity
40:47to sort out its own problems without any intervention. And that's the big message
40:55that we could highlight at the international arena. Definitely, there's the importance of
41:03attending this event, the diplomatic accredited corps, and the diplomatic corps have been
41:10witnessing how institutions work and how this principle of sovereignty, of self-determination
41:19of the peoples work here, which guarantees that we have an international right. And besides these
41:26events, it is part of a precedent that has occurred in several countries of the world,
41:33in which when there is an electoral controversy, the Supreme Court of Justice decides and
41:41is part of the problem. But all powers are part of a system of the Republic. And
41:52we have to highlight that the President of the Republic, which is a constituent,
41:58one of the Venezuelans that were able to write chapters of this constitution
42:06when it was the time, he appealed to constitution and search a democratic resolution, a political
42:13resolution, a Republican resolution. And there it is the highest, the goodness of the
42:25head of state, in which he prevailed the sovereignty of the country and the peace of
42:34Venezuela. And so, as a result, this is a thorough process. Till today, the Supreme

43:59listening to different authorities in Venezuela reacting after the important announcement,
44:07the important statement of the Supreme Court of Justice that validated the results presented by
