00:00We're looking at images from the Supreme Court of Justice and the authorities are entering
00:15the chamber.
00:16We are about to listen to the statement that the authorities are going to make regarding
00:23the process that is being carried out at the highest court of Venezuela.
00:28Let's listen.
00:33The President of the Supreme Court of Justice is about to pronounce herself.
00:41Good morning for all of you.
00:47I begin to thank your attendance and your appearance and for excellent ambassadors and
01:00international organizations and representatives of the diplomatic corp accredited in the Bolivarian
01:09Republic of Venezuela, Dr. Tarek William Saab, President of the Council and Attorney
01:17General, Dr. Elvis Amoroso, President of the National Electoral Council, Dr. Alfredo Ruiz,
01:27President Bootsman, Citizen Ivan Hill, Foreign Minister, Dr. Reinaldo Munoz, Procurator of
01:38the Republic and citizens, directors of the National Electoral Council, citizens, deputy
01:49ministers of the Popular Ministry for Foreign Relations, distinguished representatives of
01:59media outlets, ladies and gentlemen.
02:05Today on August 22, we have been summoned here to the headquarters of the judicial power
02:13to share information of interest.
02:17I want to take advantage of these words to thank the whole staff participating in this
02:28exhausting auditing process for their professionalism and the support demonstrated and the high
02:38training showed by the national and international experts following the legacy of Libertator
02:46Simon Bolivar.
02:48The constituent power gave birth to the nominated judicial power to dedicate and constitutionalize
03:02the transcendence of the public opinion in the public affairs and in addition, it created
03:11the electoral chamber in the Supreme Court of Justice as an entity to discuss electoral
03:23controversies.
03:24The Supreme Court of Justice considers to vectorize the commitment and the will of providing
03:35justice to guarantee peace and tranquility of the Republic.
03:40That's why we won't stop in our sacred holy mission, in function of which I read the final
03:54judgment that decides and concludes in a definite way the contentious appeal regarding the elections
04:08on July 28th.
04:11Now I read the final judgment.
04:17For the reasons hereby exposed, this electoral chamber of the Supreme Court of Justice administering
04:25justice on behalf of the Bolivarian Republic of Venezuela, by the authority abided by law
04:33declared first, it is ratified the competency of this electoral chamber any time it was
04:41here, the contentious appeal accepted to verify and validate, to certify unequivocally the
04:56results of the electoral process held on July 28th, 2024, and so it is the attachment
05:07of this action in compliance with the Article 297 of the Constitution of the Bolivarian
05:14Republic of Venezuela, and the Article 27 of the Court of Justice that attributed the
05:27judicial control of actions of the parties that participate in the aforesaid election.
05:38About the rights of elections, it is competent to say that it was asked to verify which has
05:52been the will of the turnout in the presidential elections, in which it was evident a massive
06:07cyber attack against the electoral system, which resulted in a crystal clear transgression to the
06:17electoral power, and it is such competency, it is ruled by the Supreme Court, and to strengthen
06:32the electoral culture as a novelty means in this position of our citizenship for the state to
06:44guarantee its protagonism as it is stipulated in this electoral chamber. Beyond our borders,
06:53examining the right conferred in similar situations for the election of head of state,
07:04other nations exercising their jurisdiction have issued pronouncements about the electoral
07:14controversies, as it is the case of the United States of Mexico, and they issued the judgment
07:28on the election in August 2024, declaring the elections and guaranteeing the social peace by
07:41this means. Likewise, it occurred in the last process of presidential elections held in Brazil
07:50on October 30, 2022, in which development there were claims referred to electoral fraud, in which
08:01the High Court of Justice interfered as the maximum authority in electoral controversies,
08:11which the court made decisions in an attempt to avoid a crisis in that country, and in the
08:22elections in presidential elections in 2000, the results were controversial, and the situation
08:39was solved by the Supreme Court of Justice, so it is clear that ahead of electoral controversies,
08:51the Supreme Court of Justice constitutes the last entity for its resolution as guarantors of the
09:01state of rights, and that the National Electoral Council, as a ruling authority of the Bolivarian
09:13Republic of Venezuela, said on August 5, 2024, appeared with the main rectors headed by its
09:25president, Eduardo Moro, Elvis Amoroso, in compliance with the request, with this request
09:38by the electoral chamber of the Supreme Court of Justice, and they delivered all material
09:46attached to the elections on July 28, as said by the rector Juan Carlos de Opino, who didn't
09:58appear before the Supreme Court of Justice of Venezuela, and he didn't justify his absence
10:08so having been summoned by August 8, 2024, the 38 political parties have been appearing,
10:27and only 33 delivered the affidavits required. The first in Venezuela, movement,
10:40Unidad Acción Democrática, Republican Movement, Red Flag, Derecha Democrática Popular,
10:51and so she's mentioning the political parties that appeared before this court.
11:01United Socialist Party of Venezuela, Tupamaru,
11:20Green Party of Venezuela, Electoral Movement of the People,
11:31Mifishar Party, Communist Party of Venezuela, Popular Unity of Venezuela, and Alliance for
11:39the Change, and likewise, of the 10 presidential candidates, 9 appeared before the court. Citizens,
11:49Antonio Carrin, Enrique Marquez, Jose Brito, Luis Eduardo Martinez, Daniel Ceballos,
11:54Javier Bertucci, Claudio Fermin, Benjamin Ronceu, and President Nicolás Maduro.
12:00So, it is being submitted record that the political parties, pencil party,
12:14and they didn't deliver the required documents, and Enrique Marquez didn't deliver the affidavits,
12:26so it is decided that all electoral material delivered by the National Electoral Council
12:34and the political parties are safeguarded in this electoral chamber of the Supreme Court
12:42of Justice. Third, that the former candidate, Edmundo González Urrutia, didn't attend any
12:52stages of this process at which he was subpoenaed, so he didn't comply with the order of the Supreme
13:03Court of Justice, which is the highest entity in Venezuela, and he didn't deliver any tally
13:11sheets, or any list of witnesses, or any electoral material whatsoever. So, in consequence, he
13:18disregarded the order, and he disrespected the authority of the Supreme Court of Justice,
13:28so his behavior, that's why there are the following sanctions against him, and a citizen,
13:41José Luis Cartaya, representative of the Mesa, and Simón Calzadilla, representative of the Movement
13:50of Venezuela, all of them members of the Alliance, a unitary platform, a democratic unitary platform,
13:58that support a citizen, Edmundo González Urrutia, they didn't deliver any electoral material,
14:08arguing that they didn't have any electoral documentation, so they expressed that they
14:17don't have tally sheets, or any list of witnesses of the polling stations, and so it is assumed
14:29that they didn't participate in the polling stations of this election, contrary to what
14:40is recorded in the videos of their attendance. So, national experts and international experts,
14:47it constitutes a full proof of this contentious electoral appeal, referred to the auditing
14:59process of all the documents delivered by the National Electoral Council, in physics or digital,
15:12related to the elections on July 28th, and so executed in compliance with the highest technical
15:24standards, in which, once it was examined, all material collected, such auditing determined that,
15:37on the grounds of the results obtained in the auditing process, we can conclude that the
15:47bulletins issued by the National Electoral Council, regarding the presidential election in 2024,
15:55are backed up by the tally sheets issued by the electoral machines of the electoral process.
16:05Likewise, these tally sheets maintain full coincidence with the registrations of the
16:12database of all national totalization centers. Fifth, this electoral chamber declares that the
16:25present contentious appeal, on the grounds of the auditing process carried out and verified,
16:36that, on the grounds of the briefing of national and international experts,
16:48highly trained, who guaranteed the maximum level of excellence, this electoral chamber
16:59certifies that the auditing electoral material validates the results of the election on July 28th,
17:16issued by the National Electoral Council, in which resulted elected citizen Nicolás Maduro Moros,
17:24as president of the Bolivarian Republic of Venezuela for the 2025-2031 term, and so it is decided.
17:38Sixth, it is urged the National Electoral Council to publish the final results of elections on July 28th,
17:492024, for the election of the president of the Bolivarian Republic of Venezuela,
17:56to be issued in the Gazette of the Bolivarian Republic of Venezuela, which is stipulated in the article 165,
18:09which says, Article 155, the National Electoral Council will order the publication of results of the electoral processes
18:25in the Electoral Gazette of the Bolivarian Republic of Venezuela, within the 30 days after the proclamation of the elected candidates.
18:40It is submitted a certified copy of this final judgment to the Attorney General of the Republic,
18:51citizen Tarek William Saab, to the ends that be included to the penal investigations about the irregular events
19:03that this institution anticipates, as we cited, to determine the responsibility of the case,
19:16ahead of the uncertainty caused by the population of those forgery of public documents,
19:28instigation of disobedience of laws, and conspiracy. I close quotations. In virtue of documents allegedly false or forged,
19:42uploaded in the website Presidential Results,
19:51as well as this massive cyber attack denounced against the National Electoral Council,
20:01that could link, allege criminal behavior and crimes against the judicial order,
20:14issued and registered, and communicate and comply with the requested, signed and sealed in the Electoral Chamber of the Supreme Court of Justice,
20:31and to 200 justices, President Carisla Beatriz Rodríguez Rodríguez, Vice President Fanny Beatriz Márquez Cordero,
20:49and Justice Inocencio Antonio Figueroa, and Clerk Intiana López, that's all.
21:01The President of the Supreme Court of Justice of Venezuela,
21:23in the statement that she has just announced, an important statement that confirmed
21:36the results published after the 28th election in Venezuela, the results that had been originally published by
21:48the National Electoral Council, and these were the images we were saying, we will confirm the important announcement among other topics,
22:04the important announcement that was marked by the tribunal was that they were ratifying the original results,
22:12the results that were presented by the National Electoral Council on the July 28th elections,
22:19that announced Nicolás Maduro Moros as President, re-elected President of Venezuela.
22:26That was the highlight, the main points of the statement that we have just heard at the Supreme Court of Justice.
22:35We're looking at images from the top court, let's recall we've just heard from Carisla Rodríguez,
22:41President of the Supreme Court of Justice of Venezuela, also President of the electoral chamber,
22:46that has been dealing with the electoral process,
22:51and the contentious appeal that was filed in order for the Supreme Court
22:54to be able to handle and investigate in full all of the things that had to do with the electoral process.
23:09Now, we are looking at, we're listening to the...
23:19Activity carried out by the Electoral Chamber of the Supreme Court of Justice, which issued the final judgment,
23:31unprecedented and historical for the country, I consider as Attorney General of the Republic
23:37that the final judgment must be complied with in all its parts, and it validates the electoral
23:45results issued by the only authority of the country, which is the National Electoral Council,
23:51in the terms already known, and among other things, it expresses clearly the remission of such
24:03final judgment, in which in one of its items mentions a communique of the Prosecutor's Office
24:14that was related to the ongoing investigation, which we will inform in the upcoming hours
24:23about the usurpation of functions and electoral crimes, conspiracy among others,
24:34caused by or led by the ones who were planning to disregard the legitimate authority
24:44to issue the results of the National Electoral Council, and use the electoral theme to escalate
24:52the criminal terrorist actions, which has no peaceful character, and we denounced,
24:59we already denounced and processed and sentenced, that are in full process, and that's why,
25:07parallel to those actions, which are going punishable, in which we noted the terrorist
25:17crimes led by the known comanditos, all of them were committing crimes, those 27 deaths, I have
25:31added two motorbike drivers who were crashing due to these hate crimes by these criminals,
25:46so in parallel with this investigation that we have arrested several criminals, we have been
25:55using all judicial resources and complying with that final judgment to advance and deepen those
26:05investigations that will have results, and we will announce it in due time.
26:12Thank you very much, and it is also the foreign minister here, representing the diplomatic
26:20corps, what's been happening here in the electoral chamber of the Supreme Court of
26:25Justice, what's your message? Well, first, I want to thank the president of the Supreme Court of
26:31Justice, the president of the electoral chamber, who has exposed before the world, and Venezuela
26:41here, they were attending the whole diplomatic corps in Venezuela, and so the president closes
26:51an electoral process with this final judgment, and we have seen, at an international level, it has
26:59been close attention to this contentious appeal, we have a contentious appeal on the elections,
27:09we have received lots of congratulations about our electoral process, and also, as we have
27:18denounced the coup d'état that was attempted on Venezuela, it was planned by overseas,
27:27and it is clear, it is described, the whole process as how it was held, the competencies
27:36that has the Supreme Court of Justice, and the competencies of the National Electoral Council,
27:41and it is very important for the world to know that in Venezuela, it has triumphed the
27:47constitution of the Bolivarian Republic, and it has triumphed its constitution. Once again, we
27:55demand respect, we demand non-interference in our internal affairs, as you can see
28:02live on TV, in TV, are matters that have a solution within the framework of our laws,
28:11our constitution, and we have reflected in the final judgment of the Supreme Court of Justice
28:16after the auditing process, after the express labor, we have seen this in a peaceful, social,
28:25and political daily life in Venezuela, and so the actions, the violent actions, that
28:32committed by some criminal groups on July 20th and 31st, how peace was re-established, and this
28:43peace we are living by product of the electoral result, attached to the will of the Venezuelan
28:51people, we express the world peace, Venezuela is continuing at peace, we are building peace,
28:57and the Venezuelan government has called to some dialogue at the level of economic and political
29:07sectors, we are going to go through an electoral process about the communes,
29:14and Venezuela is at peace and tranquility, and we have transmitted that to the whole world.
29:19Thank you very much, Foreign Minister, this is a very important statement, and it has triumphed
29:25to peace, and it is present here in this appearance, representatives of the moral power,
29:35and we want to listen to the opinion about this final judgment of the Supreme Court of Justice,
29:43which has been ratifying the institutionality of the state of Venezuela. While it is important
29:49final judgment of the Supreme Court of Justice, that on one side ratifies what determined the
29:57electoral power, and ahead of the situation that could generate some hesitation, it sort out any
30:06doubts, because that is the function, that is the role of the electoral chamber, to sort out
30:12this electoral controversy, guaranteeing that in Venezuela the vote, the political participation
30:18is a human right, a fundamental human right, and it is important this final judgment,
30:23not only the results of the National Electoral Council, but also this final judgment of the
30:29Supreme Court of Justice, that after the examination of all tally sheets, all evidence
30:36presented, and this decision is going to be a guarantee, and the goal is to respect mutually,
30:44to respect all regular channels, to sort out conflicts that have nothing to do with violence,
30:50and guarantee, as is already given, the guarantee of peace and respect of all,
30:56that is precisely the respect of human rights. Thank you very much, and it is the end by the
31:07first opinions of the Attorney General of the Republic, and in which there were
31:16validated and certified the results of the electoral process, and the winning of President
31:23Nicolás Maduro Moros, and these are the first impressions, the first opinions of
31:30this final judgment, in which diplomatic corps have been appearing, and all...
31:42We were listening to the Supreme Court of Justice. First, the President of the Supreme
31:47Court of Justice of Venezuela, and also of the electoral chamber, Caricia Rodríguez,
31:52the President of the top court, ratified the jurisdiction and competence of the
31:57tribunal regarding the appeal presented before the court, and the most important highlight of
32:02this message was that the top court, after the process initiated by the contentious appeal that
32:08was filed before the court, ratified the results that were published by the electoral, the National
32:15Electoral Council, that were the results that were presented on July 28th, that gave Nicolás
32:23Maduro as a winner. Afterwards, we were listening to Attorney General Willie Tarek Williams have,
32:29and also Foreign Minister Ivan Gil, giving their impressions on the matter, and the importance of
32:36this validation, this statement that was presented by the Supreme Court of Justice.
32:43We continue looking at different interviews that are happening right now at the Supreme
32:48Court of Justice. Let's see.
33:18that the results were, the results seen by all Venezuelans, and we have to expect
33:26the issuance of the results, and those people who were determined to change
33:37the legitimate results, respect these results, and live at peace here.
33:45Well, this, we share with you all their opinions about this final
33:53judgment of the Supreme Court of Justice, and we're looking
34:07the chamber of the Supreme Court of Justice, a couple of interviews were being made.
34:15Let's recall that the most important thing that, the most important thing that is happening right
34:21now at the Supreme Court of Justice, we were looking at live images. We will continue following
34:27the most important thing. The Supreme Court of Justice has just presented its statement on the
34:33investigation that was carrying regarding the contentious appeal that was filed over the
34:39electoral process, and the highlight of the statement is that the top court of Venezuela
34:45has ratified, it has validated the results that were previously presented by the National
34:53Electoral Council on July 28th that gave the victory, the electoral victory to President
35:00Nicolás Maduro. This was one of the most important statements that were being left.
35:06Let's go to live images in Caracas. Let's see.
35:13Today, the electoral chamber, and mostly in the international arena, we know the ALBA countries
35:20have respected the electoral results, but let's remember that there are international voices
35:25joining this regarding narrative. And so, what's your stance after hearing the final judgment
35:35about the ALBA? Well, as a secretary of ALBA, it is to inform and send copies of the 10
35:46governments of the ALBA TCP and even the social movements in ALBA. And so, it renders accounts
35:55how the Venezuelan institutionality took the challenge of giving confidence to the country,
36:06in first place, to the international community about what was happening on July 28th election,
36:13and the ALBA countries, as you have said, congratulated the victory of President Nicolás
36:19Maduro. And of course, when the own president appealed to the Supreme Court of Justice,
36:28and it developed this electoral contentious appeal, the ALBA countries have followed this
36:36process. We have been informing the process. And so, it is being closed. This chapter has
36:46already occurred in several nations, as Mexico, United States, in which the highest entity,
36:59the Supreme Court of Justice, gave its last word with the final judgment. And we think that the
37:05Supreme Court of Justice has been an example. And of course, the judicial powers of the ALBA
37:11countries will be informed about this process that could guarantee peace, not only in Venezuela,
37:18but being an example for other countries in the world. Thank you very much. And we thank the
37:27We were listening to Jorge Arreaza again give his statement from Caracas, Venezuela, from the
37:33Supreme Court of Justice, as they continue to analysis the important statement that the top
37:42court just issued on the result of the presidential elections, confirming the results of the National
37:49Electoral Council. Let's continue looking at different impressions and different interviews
37:56that are happening right now at the Supreme Court of Justice. We were just listening to
38:01Jorge Arreaza, and this is Freddy Nañez.
38:07An act of the highest institutionality that ratifies the republican character of our processes,
38:15of our institutions, I insist. And besides, it has ratified that everything that has been the
38:24contentious appeal has been duly informed, and it has been a public fact, a transparent fact,
38:33and it's being threatened the Venezuelan institutionality. And it's crystal clear that
38:42all answers to the political contingency in our country are already written and in the
38:49constitution of the Bolivarian Republic of Venezuela, which are abided by the Venezuelan
38:57will. Our institutions are strengthened and are in compliance with what's happening on the street.
39:05It's a spirit of peace, of normality, and the Venezuelan accord and political resolution,
39:15any conflicts being held here. And so right now, let's make a great effort to communicate,
39:25to disseminate in a truthful character this event, this unprecedented event, which will be
39:34recalled in the history as an event of the highest democratic level. All Venezuelans,
39:43we hope this ship that arrives at its port within the framework of laws and democracy,
39:57with this final judgment so clear and steadfast, it is strengthening our electoral power because
40:05it has been an electoral power that despite the cyber attacks that continue suffering,
40:14provided the information, the tally sheets, with a unique electoral system guaranteed
40:21despite the ongoing cyber coup d'etat, guaranteed the will of the Venezuelan people,
40:30which was safeguarded by institutionality, I am very pleased about these results.
40:36And with this final judgment, it is ratified the institutionality of Venezuela,
40:41and it is an example for the world that the Venezuelans are responsible and have the capacity
40:47to sort out its own problems without any intervention. And that's the big message
40:55that we could highlight at the international arena. Definitely, there's the importance of
41:03attending this event, the diplomatic accredited corps, and the diplomatic corps have been
41:10witnessing how institutions work and how this principle of sovereignty, of self-determination
41:19of the peoples work here, which guarantees that we have an international right. And besides these
41:26events, it is part of a precedent that has occurred in several countries of the world,
41:33in which when there is an electoral controversy, the Supreme Court of Justice decides and
41:41is part of the problem. But all powers are part of a system of the Republic. And
41:52we have to highlight that the President of the Republic, which is a constituent,
41:58one of the Venezuelans that were able to write chapters of this constitution
42:06when it was the time, he appealed to constitution and search a democratic resolution, a political
42:13resolution, a Republican resolution. And there it is the highest, the goodness of the
42:25head of state, in which he prevailed the sovereignty of the country and the peace of
42:34Venezuela. And so, as a result, this is a thorough process. Till today, the Supreme
42:44Court of Justice has given information about all moments of this process, of this auditing process,
42:53and all Venezuelans have been very invested. And so, as Ministry of Communications,
43:01this, what has been happening, could be disseminated in the international media outlets,
43:10and we could break, we could disrupt the communications blockade which have tried to
43:21mitigate this electoral process. So, it is a call for all media outlets to disseminate the actual
43:29events in this, to take the truth of Venezuela, to tell the truth of Venezuela, and it's going
43:38to be an example for the whole world. And we, with the statements of the Deputy Minister of
43:46Communications, and the Supreme Court of Justice of Venezuela, we were just also
43:59listening to different authorities in Venezuela reacting after the important announcement,
44:07the important statement of the Supreme Court of Justice that validated the results presented by
44:16the National Electoral Council. So, let's recall the importance of what we were listening right
44:22now. We were listening to, in first hand, the President of the Supreme Court of Justice,
44:26Caricia Rodriguez, from Venezuela. Amid the statement, one of the most important things
44:33that she said was that the top court, the Venezuelan top court, ratified the jurisdiction
44:39and competence of the tribunal regarding the appeal presented before the court over the
44:46elections of July 28th. The most important thing is that they ratified the results of the National
44:51Electoral Council. And after this validation, we were listening to different authorities from
44:58Venezuela reacting. We listened to the Attorney General, Tarek William Saab, also Foreign Minister
45:04Iván Gil, also Jorge Arreaza from OVACCP, and also Freddy Náñez. They were all highlighting
45:12the importance of these statements that have been presented by the top court. Let's recall that also
45:20before doing this, the President of the Supreme Court of Justice, Caricia Rodriguez, also stated
45:26that it verified the competence of the top court on electoral matters, also giving examples on
45:35other countries that have presented similar results in similar situations. So, we will bring
45:41upcoming information, more information on this matter in upcoming news briefs.
45:46So, stay tuned with Teluser English.
