00:19Some lawmakers opposed the hearing of the Committee on Appropriations of the Budget of the Department of Labor and Employment
00:25which included their budget proposal for next year.
00:29Some questioned the fact that their proposed budget was lower,
00:34which was more than P45 billion for 2025,
00:38compared to the budget of the National Expenditure Program for 2024.
00:42According to DOLE Secretary Bienvenido Lagresma,
00:45the Tufan and TESDA's funding was reduced
00:47and that is why the Oros Second District Representative Rufus Rodriguez
00:51insisted that the funds from TESDA should be restored for 2025
00:55because it is the other arm of the Tertiary Education of the Philippines.

01:31given the different and increasing mandates being given to TESDA.
01:56If a worker is removed just because of his mental health condition,

02:05and therefore it is actionable under the Mental Health Law.
02:08But this is not considered an unfair labor practice
02:11because there is a technical definition of unfair labor practice in the Labor Code of the Philippines.

02:25condemned the workers who are freelancers,
02:27like those in the creative and media industry,
02:29because there is a lack of protection for the individuals.
02:33According to DOLE, their budget for this sector
02:36was allocated to different tripartite councils.
02:40So what are the programs of the tripartism budget?
02:47What kind of support are we providing to the Entertainment Industry Tripartite Council?
02:53A part of the tripartism fund is spent on the venue of meetings,
02:58the food provided to the attendees in the meetings,
03:01and the other requirements that are required in the meetings.
03:05Of course, the papers that we need to print.
03:09There are activities that we will do such as capacity building training,
03:13seminars and consultations.
03:15There are expenses related to that.
03:17In the past, the minimum wage increase was discussed
03:20because the current minimum wage in the country,
03:23whether NCR or province,
03:25does not meet the needs of our countrymen.
03:28If we look at the consumer price index,
03:31the inflation rate,
03:33the poverty threshold,
03:36and of course the food threshold,
03:41those are different per region.
03:43If these indicators are given by the PSA or NEDA,

03:59Naturally, our determination of the minimum wage will follow.
04:06DOLE gave a clarification on what the minimum wage is.
04:10The minimum wage is the entry-level floor wage.

04:20That is why the increase of the regional tripartite wages and productivity boards,

04:43like the skilled workers who should be entitled for higher wages.
