00:09Some youths were opposed to the hearing of the Committee on Appropriations of the Budget of the Department of Labor and Employment
00:15on their budget proposal for the next year.
00:19Some of them were questioned on the fact that their proposed budget is lower, more than P45 million for 2025.
00:27Compared to their budget for the National Expenditure Program for 2024.
00:31According to DOLE Secretary Bienvenido Laguesma,
00:34the TUPAD and TESDA were reduced in the budget,
00:36which is why De Oro Second District Representative Rufus Rodriguez
00:40insisted that the TESDA should be restored for 2025
00:44because it is the other arm of the Tertiary Education of the Philippines.
00:57It was reduced to only P45 billion.
01:02Now look at TESDA.
01:04From P20 billion, it was reduced and we have reduced by P3 billion.
01:09Don't you agree, our colleague, that this should be restored?

01:28gave notice of DOLE's attention to the mental health of the workers in their respective jobs.
01:33According to Magsino, an employee with a mental health condition
01:40who should comply with Department Order 208, Series of 2020 of DOLE should not be removed from work.
01:45If a worker is removed only because of his mental health condition,
01:51this is considered a discriminatory act and therefore actionable under the mental health law.
01:57But this is not considered an unfair labor practice because there is a technical definition
02:03of unfair labor practice in the Labor Code of the Philippines.
02:06This is related to the exercise of the right to self-organization.
02:10Meanwhile, the Fourth District Representative Christopher DaVinesa
02:15supported the workers who are freelancers, like those in the creative and media industry,
02:19because there is a lack of protection for the individuals.
02:22According to DOLE, their budget for this sector is allocated to different tripartite councils.
02:30So what are the programs of the tripartism budget?
02:35What kind of support are we giving to the entertainment industry tripartite council?
02:43The tripartism budget is allocated to the venue of the meetings,
02:48the food provided by the attendees, and other requirements for the meetings.
02:54Of course, the papers, the printouts.
02:59There are activities that we will do such as capacity building training,
03:03seminars and consultations. There are other expenses.
03:07Previously, the minimum wage increase was discussed because the current minimum wage in the country,
03:15whether it is NCR or province, does not meet the needs of our countrymen.
03:17If we look at the consumer price index, inflation rate, poverty threshold,
03:26and of course the food threshold, it is different per region.
03:32If these indicators are given by the PSA or NEDA or our economic tactic tank,
03:44it will be very low and not realistic.
03:49Naturally, our determination of the minimum wage will follow.
03:56DOLE gave a clarification on the minimum wage.
03:59The minimum wage is entry-level floor wage.
04:03DOLE wants to ensure that there will be no decrease in the floor wage.
04:10That is why the increase of the regional tripartite wages and productivity boards,
04:17as mentioned earlier, are not only based on the needs, but also on the ability and employment.
04:24DOLE said that the most important right of the worker is the right to work.
04:29That is why the wages of the workers should be discussed,
04:32like the skilled workers who should be entitled for a higher salary.
