00:00At one point today's Senate hearing on the accusations being hurled against Pastor Apollo Kibuloy,
00:06the legality of offering a reward for information leading to the arrest of the Kingdom of Jesus Christ leader
00:12came about with a lawmaker and a former top cop asking the question.
00:17How this query was answered by a resource person, Daniel Manalastas, reveals in this report.
00:25During the hearing of Senate Committee on Public Order and Dangerous Drugs,
00:29DILG Secretary Benjamin Abalos Jr. explained to the Senate panel specifics of the reward offer
00:36for the information leading to Pastor Apollo Kibuloy's arrest.
00:41I never solicited, I never got hold of money.
00:45They just wanted to help.
00:47And they are asking for money from those who will provide a way for Pastor Kibuloy to be caught.
00:55Until now, I have not received a single cent from those who were caught, even from Canada.
01:02You may ask why?
01:04Maybe they were afraid because the KOJC offered a reward of 20 million.
01:08Abalos and counsels for the accused engaged in a hated argument
01:13as Abalos read to the committee hearing the allegations against the religious leader.
01:18I will just read.
01:20Alias Amanda appeared in the Senate in her testimony on January 23, 2024.
01:29A pastoral worker said, I went to the dining area of the Bible school because I was being called by Jacqueline Roy.
01:38She said, it was part of the ministry of the pastorals' job to massage Kibuloy.
01:47She said, this is a special privilege because not everyone can hold and be close to the Son of God.
01:58The merits of the case, specifically the actual allegations in the affidavit complaint should not be stated.
02:07I hope she's just listening.
02:09All of us have ears and this is recorded.
02:11I made it very clear that I did not indict the person in the case.
02:15I indicted the person here in the Senate, here in the hearing of Senator Ontiveros.
02:21Abalos insisted they are just doing their jobs.
02:24Let's listen to the accusation.
02:26If this is not true, she has the right to say that it is not true.
02:30But if this is true, she should be answered by the law.
02:35And we should do our duty.
02:39If I may, Your Honor, I think that...
02:41Please, please. Let me finish. You will have your time.
02:44That goes into the very merits of the case.
02:48You will have your time, Atty. Torreon.
02:49Yes, I know that, Your Honor.
02:50But that is improper.
02:53Order, order, order.
02:54That's why I told her to resign and show her face.
02:59She also said that this is in the hearing so that everything is clear.
03:02Because these are very serious allegations.
03:05The people of the Philippines already have a warrant. Isn't that right, Atty. Torreon?
03:09Senator Ronald de la Rosa meanwhile asked the DOJ.
03:12He's putting a 10 million bounty on the head of Pastor Kebuloy, legally.
03:19This is a reward, not a bounty.
03:21A bounty is for people who should be arrested because they are convicts of a crime.
03:27In my opinion, we said that it is legal to give a bounty or reward to individuals
03:36who can provide information so that they can be arrested.
03:43There is nothing in the country's jurisprudence or set of laws, according to the DOJ,
03:48that bars anyone in civil society to post offer for reward for information on the whereabouts of a fugitive.
03:55Daniel Mananastas from the National TV for a new and better Philippines.
