Minimum SPM required to join civil service, says PM

The government has agreed to raise the minimum entry qualification for the civil service to Sijil Pelajaran Malaysia (SPM) or equivalent, says Prime Minister Datuk Seri Anwar Ibrahim.

According to Anwar, this measure aims to ensure efficiency, productivity, and the optimisation of the civil service workforce.

00:11What do we agree on to increase productivity?
00:15First, to increase the minimum entry qualification into public education,
00:21to the Malaysian Certificate of Education, or SETARA.
00:25So, the burden and complexity of the task is added and increased.
00:35And this involves multiple tasks, multi-tasking and multi-skilling.
00:45As a return to the government, the use of human resources and public services can be optimized.
00:55We expect 17 services schemes to provide the best services in the evolution of technology and public education.
01:06Therefore, we carry out a study on the functions of ministries and agencies,
01:14which are focused on two main areas, namely entrepreneurship and national security,
01:19which is expected to be completed by July 2025.
01:21The JPA will conduct an audit of all ministries and agencies,
01:26so that this imbalance can be improved.
01:30And ministries and agencies must provide full cooperation,
01:34and not in the usual way,
01:36that is, each ministry only requires additional officers to follow the rules,
01:43but not to follow the principles.
01:45Therefore, the rationalization of the ministries and agencies must be improved.
01:55For example, abroad, we have the Tourism Board,
02:02we have MATRID, we have MITI,
02:05in addition to the Ministry of Finance,
02:07and all have their own ministries.
02:09And starting from January 1, 2025,
02:12all ministries abroad,
02:14MOTEC, MITI, MATRID, and MIDA,
02:17will be united under one roof to save costs
02:24and optimize the cost of operations.
02:27The world is still small,
02:29the economy and technology are advanced,
02:32but the way we think and act is still busy.
02:35Therefore, we must work together,
02:38ministries and agencies must accept the fact
02:41that these works can be carried out optimally
02:46through a more organized process.
