00:00Following Mr. Perry's death in October of last year, law enforcement, my office, and
00:06our partners represented on this stage began an in-depth, wide-ranging investigation.
00:13That investigation has revealed a broad, underground criminal network responsible for distributing
00:20large quantities of ketamine to Mr. Perry and others.
00:27This network included a live-in assistant, various go-betweens, two medical doctors,
00:34and a major source of drug supply known as, quote, the Ketamine Queen.
00:41We charged five defendants in this matter.
00:45These defendants took advantage of Mr. Perry's addiction issues to enrich themselves.
00:51They knew what they were doing was wrong.
00:53They knew what they were doing was risking great danger to Mr. Perry, but they did it
00:59anyways.
01:00The two lead defendants in this case are Defendants Salvador Placencia and Defendant Jasvin Sanya.
01:08First, I'll talk about Defendant Placencia.
01:13Defendant Placencia was a medical doctor.
01:16He worked with another medical doctor, Defendant Mark Chavez, to obtain ketamine.
01:23He then worked with Mr. Perry's live-in assistant, Defendant Kenneth Iwamasa, to distribute that
01:31ketamine to Mr. Perry.
01:34Over two months, from September to October 2023, they distributed approximately 20 vials
01:41of ketamine to Mr. Perry in exchange for $55,000 in cash.
01:49Defendant Sanya sold the batch of ketamine that resulted in Mr. Perry's death on October 28th.
01:58Officers later searched Defendant Sanya's home.
02:02During that search, they found what amounted to a drug-selling emporium.
02:07They found 80 vials of ketamine, thousands of pills containing methamphetamine, cocaine,
02:15bottles of Xanax and other illegally obtained prescription drugs, and drug-selling paraphernalia,
02:21including scales and ledgers.
02:25In this case, we are not talking about legitimate ketamine treatment.
02:28We're talking about two doctors who abused the trust they had, abused their licenses
02:33to put another person's life at risk.
02:36Five defendants, who as I mentioned, knew what they were doing was wrong.
02:40In fact, one of them has sold ketamine that resulted in the death of another person in 2019.
02:45Nothing about what we see today was legitimate, and that's why we filed criminal charges.
02:50Over two months, from September to October 2023, they distributed approximately 20 vials
02:57of ketamine to Mr. Perry in exchange for $55,000 in cash.
03:06President Placentia saw this as an opportunity to profit off of Mr. Perry.
03:11He wrote in a text message in September 2023, quote, I wonder how much this moron will pay.
03:20He also stated in text messages that he wanted to be Mr. Perry's sole source of supply.
03:25He wrote in a text message that he wanted to be Mr. Perry's, quote, go-to for drugs.
03:32They supplied Matthew Perry with large amounts of ketamine in exchange for large sums of money,
03:39charging Perry $2,000 for a vial that cost Dr. Chavez approximately $12.
