00:00The country recorded a decrease in poverty incidence in the past year based on the data released by the Philippine Statistics Authority.
00:09According to the Family Income and Expenditure Survey, the poverty incidence of the families was 10.9% in 2023.
00:17This means that 109 out of every 1,000 families are considered to be poor in the past year.
00:23Explained by the PSA Chief and National Statistician, Claire Dennis Mapa,
00:27this is the proportion of the families that are not earning enough to meet their minimum basic food and non-food needs.
00:34This is lower than the recorded 13.2% in 2021.
00:39When it comes to the number of poor Filipinos,
00:41less than 17.54 million are considered to be poor compared to 19.9 million in 2021.
00:48Despite the increase in our food threshold, which is substantial due to food inflation,
00:54our income increased faster.
00:57The income of the families increased faster than the income of the families at the bottom.
01:09This is the main reason why the poverty incidence decreased.
01:13The National Average Poverty Threshold for 5-member families in 2023 is P13,873 per month.
01:22According to the PSA, this is the minimum income to meet their basic needs so that they are not considered to be poor,
01:29where a large portion of it goes to food.
01:32Ray, a Paris vendor, feels that the prices are high.
01:36He is able to afford his income for his wife and son.
01:40My wife and I, we sometimes eat noodles, two noodles.
01:44Before, we used to save money to pay for the house.
01:50Sometimes in the morning, we just have coffee.
01:51In the afternoon, we just eat there.
01:53We eat three times a day.
01:55But we just need to save money first.
01:57Next is the 9,581 pesos food threshold,
02:02or 64 pesos per person in a family with 5 members for a whole day.
02:07The PSA admits that this is not enough for the Filipinos.
02:11But Mapa explains that when it comes to the computation of the poverty and food threshold,
02:16the basic needs are measured here in the cheapest way based on the food menu created by the experts.
02:22In addition to this, they will look for adjustments or changes in the methodology used by the agency.

02:35Second, the cost ratio.
02:37What is the food expenditure versus non-food expenditure.
