Care Quality Commission's Chris Dzikiti has said medical and police records showed Valdo Calocane would have relapsed into "distressing and potentially aggressive" behaviour.

Dzikiti, who is the lead author in the report into Calocane's history, added the risks were not adequately mitigated throughout the course of his mental health care. Report by Alibhaiz. Like us on Facebook at http://www.facebook.com/itn and follow us on Twitter at http://twitter.com/itn

00:00evidence over the course of Valdo Calucani's illness and contact with services and police
00:07indicated beyond any real doubt that he would relapse into distressing symptoms and potentially
00:13aggressive behavior. So discharging Valdo Calucani back to his GP due to his lack of engagement with
00:20mental health services did not adequately concede or mitigate the risks of relapse and the risks
00:27to himself and others. It's important to say that instances of members of the public being
00:33harmed by people with mental health needs are extremely rare. People with serious mental
00:39illness are significantly more likely to be a victim of violence than a perpetrator. However,
00:47if people's mental health needs are not met, this increases the risk that they may harm themselves
00:54or much more unusually that they may harm others.
