00:04chaotic enough for Russia to have declared two things, first the federal state of emergency,

00:12so country-wide emergency being declared.

00:16And it also declared in three border regions in Bryansk, in Kursk, and in Belgorod region

00:23a counter-terrorism operation, which means that more power will be given to authorities,

00:30for example, to conduct raids in homes, in buildings, without asking for authorizations,

00:38to also evacuate people even by force if it's necessary.

00:42We know that at least 3,000 people have been evacuated from the border region.

00:48So we see through Moscow's response that the situation is not at all under control

00:55for Russia at the moment, and that fighting is ongoing.
