00:00So Chairman, that is the concern of some. When you say you don't have a license, you declared it illegal, what is the next step?
00:07Are you asking for help from the police or the NBI to padlock and take all the documents,
00:16equipment, to save the people, Filipinos or foreigners, in these places where you are saying it is illegal?
00:25You know, Ma'am Malu, we have been coordinating, and the lead agency, the two are the Department of Interior and Local Government because they are in charge of the police, correct?
00:42Correct.
00:43And the PAOTF, led by Usec Gilbert Cruz, the head of that is Executive Secretary Bersamin. Usec Gilbert Cruz is in charge of operations.
00:59Now, we have been closely coordinating with them. We are giving the information as to who doesn't have a license.
01:12It is updated. The entire police force is updated.
01:16But the problem is the lack of authority. Like the PAO, they don't have a condom.

01:25How can they have the chance to go around the Philippines and monitor or have intelligence?
01:36Okay, all right. So it's easy to say Chairman, even if we say there is a total ban, you will not be given a license, all licenses will be withdrawn,
01:47but there are still 250 who don't have a license and possibly operate underground.
01:53So it means that this is not just a problem of PAG-COR, it is a problem of public order, it is a problem of other offices,
02:02including our local officials, the immigration and other groups, the DILG.
02:10So how can that be? It's not enough that there is a ban on COGO. Do you have a complete plan?
02:16You know, Ma'am Malu, that is my concern.
02:21Because I believe that even if we execute in PAG-COR, including DOLE, and other departments or government agencies,
02:33even if we follow the President's order to totally ban all the COGOs around the country,
02:44it will be a big problem for us and it will be a big challenge for the local government units, for the authorities, police authorities,
02:55and for our government on how to tackle these COGOs.
03:06That will be a big problem.
03:09Because I believe and many believe that they will not return to the country where they came from,
03:20especially in a country where we know that COGOs are totally prohibited.
03:28If you are caught, whether yesterday, today, or tomorrow, what I see is that you will go straight to jail and you will be judged there.
03:43Why will they return? They will just stay here.
