00:00Central Luzon is often flooded whenever heavy rain falls.
00:05As a solution, a flood control project will be conducted in the region
00:10to reduce the flooding in some of the towns there.
00:13Kenneth Paciente has the details.
00:18The flood of Nabilina and her family is experienced up to Tujod whenever there is a bad weather.
00:24She says it's not easy, especially when it comes to the destruction of their belongings.

00:47That's why, in the face of the possible effects of this disaster,
00:51a flood mitigation project in the province of Pampanga has already been initiated.
00:55The Integrated Disaster Risk Reduction and Climate Change Adaptation Project Stage 1
01:00or IDRRCCA
01:02was initiated by President Ferdinand R. Marcos, Jr.
01:06According to the President,
01:07the project will be of great help in resolving the flood problem,
01:10especially in the low-lying areas of the province.
01:13Once it is fully completed,
01:15the IDRRCCA will reduce the flood level
01:18and flood duration from 68 days to 17 days
01:23in the municipalities of Makabebe, Masantol, Minalin, and Santo Tomas.
01:29We are very optimistic
01:30that this will redound to improving the people's lives
01:33by enhancing the disaster resilience of all our communities.
01:37Various important activities are included in the project,
01:40including excavation, dredging, and widening of the river channel,
01:45as well as the construction of a water reservoir to improve flood control.
01:49These were done in four key rivers running through Pampanga Bay,
01:53the Third River, Caduang-Tete River, Sapang-Maragul River,
01:57and the Eastern Branch Channel.
01:59But according to the President,
02:00even though the project is of great importance,
02:03the whole-of-nation approach to calamities is still needed.
02:06With climate change,
02:08and with the effects of an increasing overpopulation,
02:12we expect that we will experience more and more of these historic flooding events.
02:18For flood control to work,
02:20we must do our part in maintaining our canals and waterways,
02:24and in recycling and properly disposing of our garbage.
02:28Even now, the President insisted that the government should continue to work
02:32to ensure that the initiatives that will benefit and protect the people and nature will be implemented.
02:39In fact, the President's Directive to the DPWH
02:43that Phase 2 of the project should be implemented
02:45was approved by the President
02:46and the planning and technical examination is currently underway.
02:49The province has also suffered perennial loss of life and damage
02:54to properties due to heavy flooding.
02:56So it had to be addressed
02:58through the construction of these flood control structures.
03:02The project is worth P7.57 billion
03:06that was approved under the Official Development Assistance
03:09with the help of the Republic of Korea
03:11under the Korean Economic Development Cooperation Fund.
03:14The President also expanded the other projects of the government in Region 3
03:18that also address flood problems.
