00:00After the banning of POGOs, several government agencies noticed that the text scams are almost gone.
00:07POGOs have removed the SIM cards used for fraud and harassment.
00:12Here's the first news, Joseph Moro.
00:15If your phones are silent and you don't receive too many text scams,
00:22that's because of a campaign and a ban against POGOs
00:27according to the Presidential Anti-Organized Crime Commission, or PAOC.
00:30Since the President was elected, we've received a lot of text scams.
00:35The Department of Information and Communications Technology, or DICT, also noticed the same thing.
00:41When there was an order from the President for the immediate closure of the POGOs,
00:48there was a lot of pressure from the consumer complaints.
00:51Our phones are silent for scam promos and other types of scams.
00:58In PAOC raids on POGO hubs, thousands of SIM cards were confiscated.
01:04Last June, in a raid on a POGO in Las Piñas,
01:08more than 100,000 pieces of unregistered SIMs were confiscated.
01:13According to PAOC, the source of SIMs used in text scams are POGO hubs.
01:18Here, SIMs are bought by those behind the scenes of harassment, for example, by online loan sharks.
01:25They know that POGOs are about to close, so that's their source of SIM cards, pre-registered SIM cards.
01:31They have machines that register the SIMs that have fake identities.
01:40When it's sold to you, it's already registered.
01:44Each SIM is worth P500, which has fake identities.
01:51It's even legal for POGOs to get SIMs.
01:56Even the blank ones, the deactivated ones,
02:00they already have numbers but they're not registered yet.
02:03It's the same with our legal telcos because they sell a lot of them.
02:11As to the registration, of course, they don't monitor it anymore.
02:15Under Republic Act No. 11934 or SIM Card Registration Act,
02:19the end user should register a number of SIM cards.
02:24This is what PAOC sees in the law.
02:26There is no guarantee that the person registered is a real person.
02:31According to the DICT, they will audit the process of registering SIM cards by telecommunications companies
02:39to find out if it's effective to avoid pecking registrations.
02:44A decree was issued by DICT Secretary Ivan John Uy
02:48to form a SIM Card Registration Annual Audit Task Force.
02:52Some of the things that Uy is asking the task force to do is to verify the identity of the registered subscriber
03:00from the National ID System.
03:02According to Globe Telecom, their SIMs are still being deactivated until it's registered and verified.
03:09After successful verification, their SIMs will be used.
03:14They will follow the audit that DICT will conduct because it's also included in the law.
03:19DITO Telecommunity is also in favor of audits that can help Filipinos.
03:24They have their own app that has more than 19,000 pecking accounts
03:29and they already have 14 million successful registrants.
03:32According to SMART, they are ensuring that they are scanning the scam messages
03:37and they are continuously validating their SIM registrations.
03:40They are also conducting follow-up audits with the National Telecommunications Commission or NTC
03:46to avoid pecking identities.
