00:00Hi, my name is Sam Quine, East Lancashire reporter for the Lancashire Post, and I'm
00:11here in Worley after residents and businesses have complained that there are too many licensed
00:16premises in the village. Over the past months, the picturesque village has seen a rise in
00:22visitors coming for a night out, which has in turn led to a rise in alcohol-related antisocial
00:29behaviour. One Worley resident said that the place has become a wild west with empty beer
00:36glasses and piles of cigs discarded in the street, as well as late night disturbances.
00:44Another resident said that young clientele on pubs are starting to be disrespectful in
00:50the area. Another female resident said what was once a peaceful, idyllic village has become
00:58a hotspot for drunken fools. I don't have anything wrong with people visiting Worley,
01:04but please be respectful. We definitely have enough pubs and bars, and we do not need any
01:10more. Worley currently has 35 licensed premises in just a small area, while the village has
01:18a population of just over 4,000. Queen Street resident Peter Foley told local democracy
01:26reporting service there must be over 30 licensed premises in Worley, which is too many. People are
01:34coming from all over the place. People come from places like Blackpool and Rochdale during the
01:40football season. They'll go to a local pub and watch the lunchtime match before watching the
01:464.30 match, all while consuming alcohol. Licensee Matt Monk, who runs Worley Wine Shop on King
01:56Street and a neighboring wine bar, said I completely understand people's concerns about
02:02Worley. Worley can only hold so many licensed premises as it is a smaller area than your likes
02:08of Clitheroe and Blackburn. Most businesses are pretty observant of licensing conditions and welcome
02:15well-behaved customers. As a result of growing frustrations, Ribble Valley Borough Council have
02:23launched a probe into whether residents think its cumulative impact assessment should be extended
02:30for a second time. CIAs are undertaken to see the number, type or density of licensed premises and
02:39if this is too high in a specific area. The CIA will not impact existing licenses but must consider
02:47if there are any objections to future applications for new premises. This consultation will run until
02:54Friday September 27th and is open to all residents in the Worley and Painterwood Ward.
