00:00And now, every August, we celebrate the month of Wikang Pambansa
00:05to take care of the health and well-being of the Filipino language.
00:10And every year, the theme and activities of this celebration changes.
00:14That's why this morning, we will be listening to Dr. R. Fur Casanova,
00:19the President of the Commission on the Filipino Language
00:22to know the importance and culture of our language
00:25this month of Wikang Pambansa.
00:28Good morning, Doc, and welcome to Rise and Shine Philippines.
00:33Good morning to all of you.
00:36Good morning, sir.
00:38Alright, what is the theme of celebrating the month of Wikang Pambansa this year?
00:44The theme of celebrating the month of Wikang Pambansa 2024
00:49is Filipino, Wikang Mapagpalaya.
00:54What is the relevance of this theme?
00:58How can our Filipino language be free, sir?
01:04The language is dynamic and it is powerful.
01:09And the language is used for communication.
01:15And our language is an intellectualized language.
01:20This means that it has the ability to be used for intellectual discussions
01:28and occasions such as the teaching of the assignments in the academy.
01:39That is also the use of our language in seminars, workshops, conferences, forums,
01:46and other discussions where the language can be used
01:52to discuss certain issues and knowledge that are relevant
02:00to our deeper understanding of a country.
02:05We understand that usually, when we celebrate the month of Wika,
02:10it is done in different schools and universities.
02:13But on a larger perspective, Doc, how can we give more importance to this celebration
02:21to all Filipinos, not just to the four corners of the country?
02:28As you know, the celebration of the month of Wikang Pambansa 2024
02:33is not just a celebration of the teachings.
02:38This is a national celebration.
02:41And we expect that all agencies will be involved in the celebration
02:48of the month of Wikang Pambansa 2024.
02:52The connection with the Filipino language is that there are different centers
02:57of language and culture in our country.
03:00There are more than 34 centers based in different state colleges and universities.
03:09And the centers of language and culture in colleges and universities
03:16are expected to carry out the so-called tertulian pangwika.
03:22Here in the tertulian pangwika, the centers of language and culture
03:29are expected to carry out activities to promote the Filipino language.
03:38And we have programs within a month that will be held
03:46not only for students, but also for all Filipinos.
03:59And for the month of Wikang Pambansa 2024,
04:05we have a program called Dangal ng Wika.
04:10This is for individuals and communities
04:15who have contributed greatly to the prosperity of our language.
04:21This is also for individuals and communities
04:28who have contributed greatly to the prosperity of our language.
04:37We also have a plan to write a duet.
04:42First, we will write a dramatic monologue.
04:45Second, we will write a tandem or duo.
04:49We also have a plan to celebrate the new year.
04:53The plans I mentioned were opened in January and February
05:01and were completed.
05:03And there were deliberations among the winners.
05:07And this will be announced on the night of Parangal
05:11which will take place on the 19th of August.
05:16Aside from that, we have a free seminar
05:20and a webinar that will be held on Sunday.
05:24And we invited lecturers who are experts in the field of
05:33language, culture, and politics.
05:35And this is free.
05:38And everyone can join this seminar workshop.
05:43And I'm sure that many of our lecturers will join
05:47in their discussions and discussions
05:50that are related to our Filipino theme,
05:55the free language.
05:57And our celebration of the National Language Month
06:02is related to a law, 1041,
06:09which started during the reign of Fidel Ramos
06:15in 1997.
06:17Because before 1997, the language was only used
06:22for a week.
06:24So from 1997 until now, it has been a month
06:28since the establishment of the National Language Month.
06:31So our establishment is longer,
06:36we will be able to preserve and promote
06:40our Filipino language.
06:42There are so many activities for the month of the language.
06:47But Dr. Casanova, what is your advice to the youth
06:52regarding the importance and use of the Filipino language?
06:58My advice to the youth is
07:02not to forget their native language.
07:06In different parts of our country, we have native languages
07:11that are also valued by the Commission on the Filipino Language.
07:15Part of the mandate of the Commission on the Filipino Language
07:19is to study, do research,
07:23and promote and preserve native languages
07:28aside from the Filipino language.
07:32That is why I hope that every Filipino
07:39and every youth,
07:42part of the youth, will value their native languages.
07:47If you are a Cebuano, use the Cebuano language
07:51aside from the Filipino language.
07:53If you are a Locano, Eagle, Pangasinan, Kapampangan,
07:59Hiligaynon, Maranao, Maguindanao,
08:04value your native language
08:07because your native language is part of the Filipino language.
08:14In 1987, we had a new law
08:18and our native language, which was formerly called Filipino,
08:23was changed to Tagalog.
08:27In 1987, our native language was Filipino
08:31starting with the letter F.
08:34This is when we started to expand the meaning
08:41of our Filipino language.
08:43We had an inclusivity.
08:47In our new alphabet,
08:49in the Filipino language,
08:52we now have 28 letters.
08:55Unlike in the past,
08:57when the native language was only in Tagalog,
09:00our Filipino language now has 28 letters.
09:065 of them are consonants,
09:08and 23 are consonants.
09:11The addition of 8 new consonants
09:13came from different languages in our country.
09:18We have 135 languages in our country.
09:23These are all part of the commission of the Filipino language
09:29for the development, regulation, and preservation of our native language.
09:35It is very important to bring back the consonants,
09:40and of course, the letters.
09:59Thank you very much, Dr. Arthur Casanova.
10:02For sharing your information with us
10:04about the celebration of the Filipino Language Month.
10:08Thank you very much, Dr. Arthur Casanova.
10:12It is a great honor for me to be interviewed
10:16in your program.
10:18Thank you very much.
10:20Thank you so much, Doc.
