00:19U.S. President Joe Biden reached an agreement with the Filipinos affected by Hurricane Karina and Tabagat in the Philippines.
00:28He reached an agreement with his U.S. officials, Secretary of State Antony Blinken and United States Secretary of Defense Lloyd Austin,
00:36when they gave a courtesy call to President Ferdinand R. Marcos, Jr., along with their willingness to help the affected.
00:43To start by sending our deepest condolences to all the victims of the recent typhoon and to say again, anything we can do to be of assistance, we welcome doing that.
00:54Mr. President, let me echo Tony's comments on the warm welcome. It really is great to be back in country again.
01:01And also, his offer of condolences for those who have been affected by the storm.
01:10I've said a number of times that we're more than allies, we're family. And it always feels that way when I'm working with our colleagues.
01:19The two U.S. officials are in the Philippines to attend the fourth Philippine-U.S. Foreign and Defense Ministerial Dialogue or 2 plus 2 Dialogue.
01:27This is led by the Department of Foreign Affairs Secretary Enrique Manalo and Department of National Defense Secretary Gilberto Chedoro, Jr.
01:36We are very happy to see you once again. I'm a bit surprised considering how interesting your political situation has become back in the States.
01:48But I'm glad that you found the time to come and visit with us.
01:52The Dialogue aims to strengthen the alliance between the Philippines and the United States.
01:56This is through supporting the rules-based international order, economic assistance, and the solution to regional and global security challenges.
02:07They will be joined by President Marcos Malacanang.
02:10Welcome back to the Philippines. And I am always very happy that these communication lines are very open so that all the things that we are doing together
02:25in terms of our alliance, in terms of the specific context of our situation here in the West Philippine Sea and in the Indo-Pacific are continuously examined and re-examined.
02:39So we are agile in terms of our responses.
02:42The U.S. officials thanked President Marcos for his warm welcome.
02:47Mr. President, thank you so much. Thank you for the, as always, the warm welcome. I bring you greetings from President Biden, Vice President Harris, along with Secretary Austin.
02:56Blinken added that the 2 plus 2 Dialogue is historic because this event is the first for the Philippines to host it.
03:04It's, I think, really evidence of a steady drumbeat of very high-level engagements between our countries that are covering the full range of issues and opportunities that bring us together,
03:15not only security but also economic. And we're truly grateful for this partnership.
03:20We look forward to a very good day with our colleagues and to further advancing the critical work that we're doing together.
03:26Austin is positive about the continued strengthening of the relationship between the two countries in the coming years, which President Marcos thanked.
03:35You know, we have common interests, common values. And so I think we've done a lot over the last three and a half years to continue to strengthen our alliance.
03:46And we look forward to continuing to work with you and your team to move even further.
03:53All of the things that we have done in the previous months has been really, serves really to make all our alliances and partnerships more, actually have a working relationship,
04:13in the sense that lines of communications have been opened. And it's, again, we are doing many more things together.
