00:00Some public schools still have a hard time filling more than 20,000 vacancy positions for teachers.
00:07The number is declining in the Licensure Examination for Teachers.
00:11Tina Panganiban-Perez has the first news.
00:17Every year, the lack of teachers is increasing compared to the number of enrollees.
00:22This year, there will be more than 22,000 vacancy positions for teachers in public schools.
00:30Based on the House Committee on Appropriations.
00:33This unfilled position is significant for the teaching personnel.
00:39Not to include Madam Chair, the Master Teacher 1, Master Teacher 2, Teacher 3, and the SPED teachers.
00:48The DepEd is requesting 10,000 per year.
00:52That's right, right? Item 1. Ah, Teacher 1.
00:57The DepEd assured the House Committee on Appropriations that they will target unfilled positions this August.
01:03But only a few have been filled so far.
01:08As early as November of 2023, we have issued to the Regional Directors and Superintendents
01:14to provide a catch-up plan on how these items can be filled up.
01:19All of these vacancies, we have 9% already filled up.
01:23The deadline of August 2024 was not fulfilled even in the 2023 memo.
01:29More than half a trillion pesos were allocated this year for the salary and other benefits of DepEd personnel.
01:36That was added for the next year.
01:39There is also a fund for substitute teachers.
01:42The appointment is also a problem.
01:44So if there is an absent or leave teacher, the students are brought to another section.
01:50DepEd said that they should get subs on their list of qualified applicants.
01:57There are 2,000 maternities every year.
01:59At any given time, you get a pool of 2,000 new teachers.
02:06They are available anytime.
02:08When I say pool there, you hire them already as employees.
02:11Even if the divisions have that pool, when you call them,
02:15they might have already accepted other jobs and they decline.
02:21A part of the problem is that a low percentage of students pass the Licensure Examination for Teachers.
02:27From 2012 to 2022, the passing rate of almost 80 colleges and universities
02:35that have a Bachelor of Elementary Education is zero.
02:39More than half of those who have a Bachelor of Secondary Education.
02:45There are more than 10,000 vacant non-teaching positions
02:48such as administrative officers and accountants.
02:51That is why there are administrative officers who do not just teach,
02:55they are also the most difficult.
02:57Why don't we hire them instead of clustering?
03:02We are clustering the AOs because they are tired.
03:06In some cases like accountant 1, 2, and 3,
03:10we consider these items as hard to fill
03:13because once they get the position after a certain period of time,
03:18they leave and look for a greener pasture.
