00:00Madam President, the American people understand the importance of energy.
00:04It keeps the lights on, puts food on the table.
00:07And living in Louisiana, you happen to know the person who works at the liquefied natural gas plant
00:11or at the oil rig who produced the energy.
00:14He's your neighbor.
00:16That's why the Biden-Harris administration, their pause upon LNG export permits in January,
00:24it was to me clear who they'd be putting out of a job.
00:28Last month, the American people gained a major victory.
00:31A U.S. District Judge in Lake Charles ruled that the LNG pause was, quote,
00:36completely without reason or logic.
00:43The court ruling reinstated sanity at a time when the Biden-Harris administration
00:48adopted the most absurd arguments to please radical environmental donors.
00:53The fact of the matter is the Biden-Harris pause was a clear attempt to undermine
00:57USG liquefied natural gas production and export by putting the kibosh on these new exports
01:04and depriving allies of freedom fuel.
01:08Both President Biden and Vice President Harris have not been shy about their desire
01:12to kill American energy production.
01:14Vice President Harris has called for a total ban on fracking,
01:18adopting the leave it in the ground mentality of the far left,
01:22even going so far as to blow up the filibuster to pass the Green New Deal.
01:27That's the now President of the Senate would have us in the filibuster to kill American energy,
01:35help China, Russia, and Iran, and raise prices on working families.
01:40I don't know whether we should be more concerned about the fact that they say leave it in the ground,
01:45despite knowing that renewable resources can't meet U.S. energy demand,
01:49or that they say it thinking that it may actually work.
01:52Curtailing U.S. natural gas production will not lower global greenhouse gas emissions,
01:58but unleashing American energy will.
02:01U.S. liquefied natural gas is one of the cleanest burning fuels in the world
02:07in terms of life cycle emissions.
02:09In fact, natural gas is principally responsible for U.S. emissions being lower today
02:15than they were in 1988, despite a much larger economy and population.
02:20And just because we limit the supply of natural gas, the demand does not go away.
02:26The demand instead will turn to other sources of energy.
02:29We saw this in Europe after the invasion of Ukraine.
02:32European countries refused to buy Russian natural gas, and I applaud that decision.
02:38But with the Biden-Harris LNG export pause,
02:41the world must turn to dirtier alternatives like oil or coal purchased from dictators
02:46or despots in Russia and Iran.
02:48It was as if Putin himself called up the vice president, called up the president,
02:53and said let's put a pause on this because, by golly, this is going to help the Russian economy.
02:59Now, you don't have to be a rocket scientist to know that as coal use goes up,
03:03global emissions increase.
03:05The administration's thinly veiled plan to reduce global emissions actually backfires.
03:11It backfires because if other countries don't get our natural gas, they burn their coal.
03:16Global emissions increase.
03:18The administration's war on American energy didn't just affect our allies.
03:23It also wages a war on American workers.
03:26Two-thirds of U.S. liquefied natural gas is exported from Louisiana,
03:31providing thousands of Louisianians with good-paying jobs.
03:35The Biden-Harris freeze impacted 18 LNG export facilities,
03:3912 of which were going to be built in my state.
03:42Now, to be built is the key phrase here because it didn't just affect energy jobs.
03:47It affected construction jobs as well.
03:50Because the Biden-Harris administration wants to appease the rich climate lobby,
03:55the future and financial security of construction workers in Louisiana
04:00and across the country is thrown into limbo.
04:03Now, even though we have this court ruling, we're not out of the woods.
04:07The federal court's ruling brought common sense back,
04:09but the Department of Energy can still slow walk permits,
04:13and this is something Congress must watch closely.
04:17This is something Congress is already looking to address
04:20with bipartisan support for setting a time limit
04:23on how long the Department of Energy can take to review new permits,
04:27a shot clock, if you will.
04:29When we unleash American energy production and LNG exports,
04:33it creates high-paying jobs, it boosts our economy,
04:36and it strengthens the U.S. and the national security of our allies.
04:40It denies income to Putin and drives down global greenhouse gas emissions.
04:46These should all be bipartisan goals.
04:49Common sense prevailed in the courts.
04:51Now it's time for common sense to return to the White House.
