00:00We will now look at the oil spill in Bataan and the risk of it reaching Metro Manila. We will now listen to Philippine Coast Guard Spokesperson, Rear Admiral Armando Balilo.
00:10Rear Admiral Balilo, good morning.
00:12Good morning to all of you.
00:17In the study of the UP Marine Science Institute, today, it is possible for oil to reach Metro Manila from the sinking motor tanker Terra Nova in Limay, Bataan.
00:26Is this consistent with your monitoring?
00:30Hopefully not, because the motor tanker's deck has been patched.
00:36Yesterday, the Philippine Coast Guard's helicopter flew to Manman to look at the oil spill.
00:46According to our estimate, it only reached 2 to 3 kilometers.
00:52Hopefully, there will be no more oil spillage to the towns of Metro Manila, Bataan, Palolos, Hulakaan, and here in Cavite.
01:04Okay. You mentioned those provinces.
01:08So for now, we have not reached those. You're mentioning, for example, Governor Remulia, that they have oil sightings in their coastal towns.
01:20Maybe those are the oil that came out of the tanker in the first few days. Maybe that's what reached them.
01:29But we are helping Cavite, the local government unit of Cavite, so that we can go to their oil spill and do containment operations.
01:42So for now, the provinces you mentioned, those are the affected so far. Bataan of course, Bulacan, Cavite, Metro Manila and Pampanga. We don't have those sightings.
01:55We don't have those. The good thing here yesterday, even the reports we received here in Hagonoy, we checked the coordinates and we only saw shale.
02:06That means there's no more thick oil.
02:08Okay. Let's talk about the siphoning. It was reported that it should start on Sunday, but they need to seal the valves.
02:17What happened yesterday? Why did the siphoning not continue and can it start today?
02:23The challenge is different. The time and our directive to the operators is to seal the leaks first.
02:34That's what they've been doing for the past two days. That's why the siphoning didn't start.
02:40The approach is that it's better to patch the leaks so that there will be no more oil from the tanker.
02:51According to our report, it ended yesterday and until now, the leaks are under observation. If there are no more leaks, the siphoning will continue today.
03:02How long do you expect the entire siphoning process to last?
03:08Ivan, what we will do is we will get 50,000 liters from the tanker every day until they reach 300,000 in six days.
03:17We will attack the ship in the shallow portion of Bataan and that's when the complete siphoning of the oil inside the tanker will continue.
03:30Can we estimate out of the 1.4 million liters, how many leaked and how many more will be siphoned?
03:37It's hard to estimate because we can't get sufficient data as far as the leak below.
03:46Right. This is another one. MT Jason Bradley in Maribela, Samana. What is our latest here?
03:53We have placed an oil spill bomb and we have talked to the owner. We are asking for their salvage plan.
04:02We don't have to worry about Jason Bradley or Dorothy Uno. We checked and his name is Dorothy Uno.
04:11It contains 5,500 diesel. If it's spilled, it will be easily lost due to the waves and sunlight.
04:24So is there a leak?
04:28There is an oil sheen visible on its surface. The people of the Philippine Coast Guard are watching and employed an oil spill bomb so it won't leak.
04:40But this is less of a threat compared to the industrial-grade fuel carried by Terra Nova.
04:46Yes. This is less of a threat. As I told you, if it's spilled during the day, it will be lost due to the waves.
04:55Sir, final word to our countrymen who are worried that the report will be leaked and it will reach Metro Manila.
05:04What should they do and what should they expect from the Philippine Coast Guard?
05:08What we did is patch the leak so its source will be lost. Hopefully, the oil that reached the communities of Cavite and other areas
05:19are just remnants of the previous ones and will not affect their livelihood.
05:25We will do everything we can. If there's a report from you, please help the Philippine Coast Guard to reach us
05:34when we are able to carry out an oil spill containment operation.
05:39Thank you very much. Good morning Philippine Coast Guard spokesperson, Rear Admiral Armando Balilo. Thank you sir.
05:46Thank you very much.
