00:00The budget season officially started in Congress after the DBM submitted to the Camera the 2025 National Expenditure Program.

00:19House Speaker Martin Romualdez assured that they will pay attention

00:24to improve the quality of education, increase the number of jobs, and improve the welfare of the country

00:32under the National Fund for the next year.

00:36This Monday, the Department of Budget and Management officially submitted to Congress

00:41the 2025 National Expenditure Program to mark the start of the budget season.

00:48The NEP is important because it is the basis of the amendments to the 2025 General Appropriations Bill

00:55which will become the General Appropriations Act once President Ferdinand R. Marquez, Jr. passes the law.

01:02According to DBM Secretary Amina Pangandaman, in accordance with the President's Directive,

01:07the government has already paid attention to the needs of the Filipinos.

01:18This budget was crafted with utmost care, diligence, and meticulous attention.

01:41I am confident that with the collaborative efforts of the executive and legislative departments,

01:46we will achieve a budget that not only meets the immediate needs of our people,

01:51but also sets the stage for a more prosperous and equitable Philippines.

01:57Just like in the past 100 years, education is still the top priority in the priority sector under the 2025 NEP,

02:04along with the DepEd State Universities and Colleges Fund, CHED and TESDA,

02:09which is followed by Public Works, Health, Interior and Local Government, and Defense.

02:14Social Welfare, Agriculture, Transportation, Judiciary, and Justice sectors are also included in the priority sectors.

02:21In accordance with the severe calamity in Metro Manila,

02:25DBM was asked by the media if the government was able to provide enough funds,

02:31disaster response, and assistance for our fellow Filipinos for the next year.

02:37The agency replied,

02:38The total amount of assistance in the National Budget for the fiscal year 2025,

02:45in the National Expenditure Program, is P253.4 billion pesos.

02:53We also have a budget for next year in the NDRRMF, P31 billion pesos.

03:00As for the controversial Confidential and Intelligence Funds,

03:04DBM decided to reduce the allocation for this fund by 16%

03:08under the proposed 2025 National Budget,

03:11and only the agencies that are in dire need of this fund will receive it.

03:16In the next few days, the Committee Hearings of the Camera will be held

03:21on the National Fund.
