Former Senator Leila de Lima on Monday during the House Committee on Human Rights hearing said ex-President Rodrigo Duterte is behind the killings during the war on drugs during his term.

GMA News Online contacted Duterte's camp, particularly former executive secretary Salvador Medialdea, to get the former President's comment but has yet to receive a reply.

00:09Good afternoon also to my fellow resource persons.
00:13I'd like to begin by saying that there is no doubt in my mind that former President
00:19Rodrigo Duterte is the mastermind, as he was the instigator and inducer of the drug war
00:26killings.
00:28The drug war was implemented as an official Duterte program of government when he assumed
00:33office as President.
00:35This is undeniable, since Oplon Double Barrel is a well-documented official PNP operation
00:42plan.
00:44The consequent extrajudicial killings were also intentionally and deliberately carried
00:49out as part and parcel of Oplon Double Barrel upon Duterte's orders as President and Chief
00:55Executive from 2016 to 2022.
01:00These killings constitute a systematic attack on civilians and considered as a crime against
01:07humanity under international humanitarian law.
01:13For his crimes against humanity, both as Davao City Mayor and Philippine President, Duterte
01:20should be prosecuted and convicted with the International Criminal Court and spend the
01:25remainder of his life in prison.
