House Deputy Majority Leader Iloilo 1st district Rep. Janette Garin said that former president Rodrigo Duterte's war on illegal drugs--while well-meaning--ended up adversely affecting poor Filipinos.

Garin gave this assessment even as she compared the previous administration's war on drugs and criminality that of incumbent President Marcos'.

00:00 We congratulate the administration of PBBM for the bloodless campaign on implementing laws.
00:08 While the former president probably had his goals,
00:14 his intentions were good,
00:19 the problem with seeing children or teenagers or people being killed right and left,
00:27 the ones wrapped in tapes,
00:30 it's a bad picture that was shown in the Philippines.
00:35 So there are, well the intention of the former president is to curb drug abuse.
00:43 You can see that the victims are small.
00:47 And the most painful thing here, I mean I'm a mother too, so we all have children.
00:53 We know that when that happens, when you tolerate that kind of act,
01:00 two things can happen.
01:02 Impunity, those who are below or the implementers can abuse.
01:08 If you are out of school or you are a bit of a flower boy, you can be hated by those below.
01:15 So you become a diversion of those who have impunity and the people below become the victims.
01:22 So we congratulate the current administration in its bloodless campaign.
01:26 But of course, we also have to make sure that rules and laws are implemented.
01:32 Because sometimes, if we are all killed,
01:35 you are depriving the right to have a voice for the small people.
01:40 And this is very hurtful to parents like us.
