00:13In the face of the stormy weather and heavy rain and strong winds,
00:19the budget for flood control projects that are included in the 2025 national budget
00:27was announced by the Department of Budget and Management Secretary, Amena Pangandaman.
00:34Among the departments that have increased their budget in the next year are transportation,
00:39education, interior and local government, national defense, and agriculture.
00:44The additional P107 billion or 145% increase in the DOTR budget will go to most of the rail projects.
00:53Bulk of it, 63 billion, 63.9 billion will go to North-South Commuter Railway System
01:01and then another 39 billion for Metro Manila Subway Project.
01:06The budget of Public Works and Highways, Health Department, Labor and Employment Department,
01:12State Universities and Colleges, and the House of Representatives was reduced.
01:16But Secretary Pangandaman said there is a budget of P1,250,000,000 for the Cancer Assistance Fund.
01:24The fund will cover costs for outpatient and inpatient cancer services,
01:28including diagnostics, treatments, and cancer medicines.
01:34Meanwhile, the total unprogrammed appropriations is still reaching P158.67 billion,
01:41including support to foreign-assisted projects pending approval by the ICC and NEDA Board.
01:47It's definitely lower than the General Appropriations Act.
01:54Pangandaman explained, unprogrammed appropriations have safeguards so it won't be abused.
02:01There was also a 16% decrease in confidential and intelligence funds.
02:06From P12.3 billion in the GAA, now it's P10.286 billion in proposed national expenditure.
02:14The agency also gave a budget of P50 billion under the NEP to the AFP Modernization
02:20while P204.37 billion total budget was allocated to the Department of National Defense.
02:27The DBM explained that the government spending now is P2.76 billion or 14.6% higher than last year.
02:36The DBM is pushing budget and management reforms to the implementing agencies.
