00:00President Ferdinand R. Marcos Jr. ordered the government agencies to address all the needs of those affected by the flood and typhoon in the country.
00:11Aside from that, the President also ordered the creation of a task force that will focus on the oil spill that followed the oil tankers in Bataan.
00:20Alan Francisco with the report.
00:22From the very assistance to the farmers, fishermen, and other victims of the typhoon Karina and Habagat, to the assistance in physical and mental health,
00:36President Ferdinand R. Marcos Jr. ordered that the Department of Health be alerted to those affected by the calamity in order to recover.
00:46Health Secretary Chedoro Herbosa replied, there are health workers in all evacuation centers.
00:52We have health workers in all evacuation centers and we'll augment the local.
00:57Our governors, their priority is health, so there are people in evacuation centers, so we augment them.
01:06What we will add, what I realized now, because these are farmers and fishermen,
01:11we need psychological first aid because if your farm is destroyed, I think we need to support all of this.
01:18That's why they are asking for help. Sometimes, it's the stress of the effects on their livelihood.
01:24That's very understandable. Of course, they remember what they will do now because their farm was destroyed.
01:29The Department of Labor and Employment, or DOLE, was ordered by President Marcos to focus on those in need of help.
01:37According to Labor Secretary Benvenido Laguesma, some of the Tupad beneficiaries were assigned to the DSWD to help in repacking food items.
01:46They also help in clearing operations of the DPWH.
01:50The Agriculture Department was urged by President Marcos to help the farmers and fishermen in Central Luzon.
01:57We'll prioritize the agri-sector. As you said, we're just starting to plant, so we can still catch up with the season.
02:06The President also ordered to build more water impounding systems in Central Luzon
02:11in order to help reduce the flooding in Region 3.
02:15My observation while flying around is that the water is not going anywhere.
02:24The water level is high in the sea, high in the river, and there's flooding in the farmlands.
02:30The water level is rising and falling at the same time.
02:33Our slope protection, flood control, and dikes can't handle it anymore.
02:42So we have to find another way to do it.
02:44That's why I think that impounding is the best solution.
02:50The DNR in a news forum said that the government has already drafted the National Adaptation Plan or the Study to Reduce Flooding.
03:00Meanwhile, President Marcos also ordered the creation of an inter-agency task force focused on oil spill.
03:07This is followed by the sinking of an empty Terra Nova with more than a million liters of oil
03:13in the waters of Limay, Bataan due to the bad weather.
03:17At the moment, they are asserting the appropriate approach.
03:22They said that they can finish it in one or two weeks.
03:26But we are doing everything.
03:28We applied oil dispersants.
03:32We also have oil spill booms in coastal areas.
03:36That's not all.
03:37That's why we need the augmentation of indigenous oil spill booms.
03:41President Marcos in Bataan, Pampanga, and Bulacan was the first to carry out an aerial inspection
03:46to find out the extent of the influx of typhoon Karina and oil spill from the sinking of an empty Terra Nova.
03:53Alan Francisco for Pabansang TV in Bagong, Philippines.
