00:00The flood control system in the country is no longer compatible with a stronger typhoon and a higher level of flooding due to the changing climate.

00:27All our flood control projects are projects that are in response to the flooding.

00:36It has changed. It has changed.

00:39Number one, the sea has risen.

00:44For the year 2024, according to Senate President Cheese Escudero, P255 billion was raised for the flood control projects of DPWH.

00:55P455 million was given for these projects of MMDA.

01:01For the floods that happened yesterday, what happened to these projects?

01:06That's why Escudero is asking the Senate to investigate the current flood control projects.

01:11The Congress will also conduct its own investigation.

01:14The DPWH said that the flood control projects are working.

01:18They said that there were too many raindrops.

01:21If there were no raindrops, it would be more dangerous and it would take longer for the floods to recede.

01:26We had a downpour for two days.

01:29The volume of the floods decreased.

01:33So I think it's understandable.

01:36The best part of this is that the flood water receded in a very short time.

01:43Dr. Mahar Lagmay of the UP Resilience Institute explained that the flood control projects that we have now will not be able to handle the many raindrops.

01:53The flood control projects are effective when there is a shortage.

01:57But when the big, infrequent floods come, the design gets overwhelmed.

02:02There can be flood control projects, but this is not a complete solution.

02:07The problem in Metro Manila is that the normal flow of water was cemented and houses were built.

02:15For example, if it didn't rain, the Marikina River would look like this.

02:19But this is the Marikina River that is now full of houses and buildings.

02:25This is also the problem in San Juan City, which is flooded by the San Juan River.

02:39According to Lagmay, a long-term solution is the decongestion of Metro Manila.
