Angara signs IRR for teachers' promotion system

Education Secretary Juan Edgardo Angara leads the signing of the Implementing Rules and Regulations for the Expanded Career Progression System in ceremonies at the agency's headquarters in Pasig City. With Angara was Budget Secretary Amenah Pangandaman, Professional Regulation Commission Chairman Charito Zamora and Civil Service Commission chief Ryan Acosta. Angara said the IRR would ensure teachers' promotions.

00:40To be part of this moment, we join in the fulfillment of President Ferdinand R. Marcos, Jr.'s
00:47directive to promote professional development and career advancement for our nation's educators.
00:54The signing of the Implementing Rules and Regulations of Executive Order No. 174, Series
01:01of 2022, reflects our commitment not only to their professional development but also
01:08to address the ever-evolving needs of our learners and communities across the country.
01:15I am especially honored and thrilled to again work alongside the then Senate Committee Chairman
01:23of Finance in the Senate of Representatives and now newly minted Secretary of the Department
01:29of Education, Sunny Angara.
01:32I know much has been said about this well-deserved appointment.
01:37However, I would like to emphasize that indeed this proven track record and unwavering commitment
01:43to improving the Philippine educational system make him fit for the job.
01:49I am also confident that just like his father, my former boss and mentor, the late Senate
01:55President Edgardo J. Angara, he will elevate the country's educational system to greater heights.
02:14It is high time we provide our educators with an environment where they can grow and thrive
02:24as their profession is not limited within the confines of the classroom.
02:29Instead, it is a lifelong path of learning, transforming and evolving, especially in this
02:37ever-changing world.
02:39By establishing pathways for career advancement of our teachers, we are creating a positive
02:45work climate that makes them feel valued and engaged, which ultimately leads to a more
02:52stable and experienced workforce in the education sector.
02:57Today's signing sends a powerful message to our dear teachers that their calls did not
03:05fall on deaf ears, that their hard work is recognized, their growth is prioritized and
03:12their contributions are acknowledged.
