00:00Good morning to all of us, this is an update on the GAMI typhoon that we are monitoring,
00:04which is the former Typhoon Carina.
00:06We last saw it at a distance of 515 kilometers north-northwest of Itbayat, Batanes.
00:15And if we can see from our satellite imagery,
00:18it came out of our area of responsibility earlier this morning at 6.20 a.m.
00:23The wind speed of the former Typhoon Carina
00:27was still around 140 kilometers per hour,
00:30almost in the middle,
00:31and the impact reached 215 kilometers per hour.
00:36The movement was northwestward at a speed of 20 kilometers per hour.
00:40And we can clearly see from our satellite imagery
00:43that the former Typhoon Carina is continuously enhancing
00:47this southwest monsoon
00:50that it will continue to rain heavily in a large part of Luzon,
00:54particularly here in the western section of Luzon.
00:59Here is the latest track of the Typhoon Carina.
01:03We can see this yellow circle,
01:06these are the areas where it is still possible to experience a gust of wind
01:09brought by the Typhoon Carina.
01:12And we can see that it still covers the Batanes Islands,
01:16so we still have high warning signals in that area.
01:20And based on our latest track of the Typhoon Carina,
01:25it is still possible for it to have an interaction here in the mountainous areas
01:31in the southern part of China or here in the Taiwan area.
01:36So we expect that while it has an interaction in the landmass there
01:41or in the mountainous areas, it will continue to weaken.
01:44And in the coming days, it is possible that it will only reach the storm category
01:49and eventually it will become a depression or a low-pressure area in the coming days.
01:55And as I mentioned, because the circulation of the Typhoon Carina is still wide,
02:01that is why our Tropical Cyclone Wind Signal No. 1 is still high here in the Batanes area.
02:07We still expect the gust of wind in the mentioned area
02:10brought by the Typhoon Carina.
02:14And at the moment, our National Capital Region, PRSD, is still high in orange.
02:22These are the areas that have experienced intense rains,
02:26particularly Zambales and Bataan.
02:29Meanwhile, it is possible for heavy rains in Pampanga and Tarlac for the next three hours.
02:35These areas are being monitored because the rains that we expect for the next three hours
02:43are still possible for floods and landslides.
02:49Our other PRSDs, especially our NLPRSD,
02:53are also issuing heavy rainfall warnings in their concerned areas.
02:58So we can visit this.
03:00We can visit this information on our social media accounts,
03:05on DOSC underscore Pag-asa.
03:06And we are also posting this on our website.
03:10What are we expecting from this enhanced southwest monsoon,
03:15or this typhoon that brought by the Typhoon Carina?
03:20It is still possible for 100 to 200 mm of rainfall or heavy to intense rains
03:27in the Ilocos Region, Abra, Benguet, Zambales, and Bataan.
03:32Meanwhile, here in Metro Manila,
03:34Pampanga, Cavite, Batanes, Baboyan Islands, and Occidental Mindoro,
03:39it is still possible for moderate to heavy rainfall.
03:44That is why we are still warning our countrymen in the areas I mentioned
03:48because it is still possible for floods and landslides
03:52for the rains that we expect for today.
03:55Meanwhile, tomorrow, we expect for less areas
04:00for moderate to heavy rainfall.
04:03This is only for Zambales, Bataan, Pangasinan, and Benguet.
04:08Meanwhile, by Saturday, Zambales, Bataan, and Pangasinan
04:12will continue to experience moderate to heavy rainfall
04:17brought by the enhanced southwest monsoon.
04:20Because of the rainfall that we experienced in the past few days,
04:25even if the rainfall is moderate to heavy,
04:28now it is possible for floods to occur
04:32in some areas, especially here in NCR and in the provinces.
04:36That is why we are warning our countrymen
04:40because if it rains heavily,
04:41there is a high chance for floods and landslides.
04:48When it comes to strong winds,
04:51we still expect that this southwest monsoon
04:55will bring strong to gale force winds.
04:57Now, until tomorrow, in Batanes, Baboyan Islands,
05:02Ilocos Region, Cordillera Administrative Region,
05:05Nueva Vizcaya, Quirino,
05:07the eastern portion of Isabela,
05:09as well as Central Luzon, Metro Manila,
05:13Calabarzon, Mimaropa, Bicol Region,
05:16Western Visayas, Negros Occidental, and Northern Samar.
05:20Meanwhile, by Saturday,
05:22the areas that experienced strong winds
05:27brought by the gale force winds will decrease.
05:29Because we expect that the gale force winds
05:32will weaken.
05:35So, by Saturday, this area of Batanes, Ilocos Region,
05:39Zambales, Bataan, Marinduque, Romblon,
05:43and Calayaan Islands,
05:45we expect to experience strong gale force winds
05:50brought by the enhanced southwest monsoon.
05:53When it comes to the condition of our ocean,
05:56we are warning our countrymen
05:59to stay away from areas with gale warning.
06:05In particular, the areas of Batanes,
06:07Northern Coast of Cagayan,
06:09along with the Baboyan Islands,
06:11Ilocos Norte, and Ilocos Sur.
06:13As for the mentioned areas,
06:15the red areas are the areas
06:17where we do not allow our fishermen,
06:21especially those with small boats,
06:24because we expect the waves to be rough
06:28and to reach up to 4.5 meters.
06:34However, we also remind our fishermen
06:38to stay away from the western seaboards of our country,
06:41especially the western seaboards of Luzon
06:43and the eastern seaboards of our country
06:46because moderate to rough sea conditions are still possible.
06:50So, we remind our fishermen
06:52to stay away from areas with gale force winds
06:55brought by the enhanced southwest monsoon.
