00:32the Mayor of Metro Manila agreed to the declaration of the State of Calamity

00:39based on the recommendation of DILG Secretary Benhur Apalos.

00:45Because of this, local governments will have access to their Calamity Funds

00:50to provide assistance to their affected residents as soon as possible.

00:55They also have the power to implement price freeze on basic commodities.
