00:00In the name of the Father, and of the Son, and of the Holy Spirit. Amen.
00:30to a bridge in Pasig City because some barges couldn't dock and board the F. Manalo Bridge.
00:38A part of the bridge was damaged.
00:40According to Marikina City Mayor Marcy Teodoro, the barges came from Barangay Barangka.
00:4620 crews were rescued according to Pasig CDRRMO.
00:51The bridge was also closed to motorists.
00:54The staff of the UERM Medical Center helped with the rescue.
01:01The first floor of the hospital was already flooded, including the emergency room.
01:07The ambulance was also not used because it was already flooded.
01:12For now, the staff of the affected parts of the hospital are staying on the second floor.
01:19Because of the severe effects of Hurricane Carina, which was intensified immediately,
01:25some places in the country, including Metro Manila, were submerged in a state of calamity.
01:31President Marco's order to the government agencies is to focus on the affected parts of the flood.
01:37In Quezon City, more than 14,000 families were rescued,
01:41including those who are now staying in an evacuation center in Katipunan.
01:47Bon Aquino has the report.
01:53The San Antonio Elementary School's evacuation center in Katipunan, Quezon City,
01:58was flooded up to the point of being flooded.
02:00Even though the flood reached Adola 6 last night,
02:03the evacuation center's electricity was still not turned on.
02:06That's why the evacuees stayed in the dark.
02:09According to some evacuees, some of them are staying by the river.
02:14They say that their misters are guarding the roof of their houses to guard their belongings.
02:19They will just go home once the flood subsides.
02:22But for now, it's a case of peace.
02:24The court also read where the evacuees' tents were first raked.
02:29That's why they were moved to the stage and to the second floor classrooms.
02:34From Quezon City, Bon Aquino reporting for GMA Integrated News.
02:40A rescue boat capsized while doing rescue operations in Marikina City.
02:46The situation there was reported live by Bea Pinlak.
02:49Bea?
02:55Sandra Ligtas was the one who saw the 14th rescue boat capsizing
03:00in Barangay San Tonino, Marikina before 8 o'clock last night.
03:05The Marikina Disaster Risk Reduction and Management Office confirmed that
03:09all eight residents are safe.
03:13They capsized after the rescue boat reached the post of the street sign that was submerged in water.
03:19Meanwhile, the water level in Marikina River is still high.
03:24At the moment, it's at 18.3 meters.
03:27This part of the river is already low after the water level reached 20 meters
03:32during the rain earlier.
03:34A forced evacuation was carried out for the residents who reached the water level in the third alarm.
03:41Meanwhile, Sandra, the rain is not that heavy anymore.
03:45We are only experiencing a storm here.
03:48But the water level is still high here in Marikina River.
03:55That's the latest from Marikina. Sandra?
03:58Thank you very much, Bea Pinlak.
04:02We will talk to Metro Manila Council President and San Juan City Mayor, Francis Zamora.
04:11Good evening, Mayor Zamora.
04:13Yes, sir. Good evening. Thank you very much for inviting me to the program.
04:18Yes, sir. I think almost the entire Metro Manila was submerged in water.
04:22How many towns are affected and how widespread is the flood that we experienced here in Metro Manila?
04:30All towns in Metro Manila are affected, except the ones near the sea.
04:36Of course, the flood is more severe.
04:38Of course, Marikina, their rivers are flooded.
04:42Here in San Juan, 14 barangays were hit by floods.
04:46But now, the flood level is low because the rain decreased last night.
04:52Earlier, we declared as Metro Manila Council the State of Calamity here in the National Capital Region.
04:59That's important because the local government units will be given a chance to release a quick response fund
05:07from our City Disaster Risk Reduction and Management Fund to address the needs of our residents.
05:14What is your assessment of your meeting earlier?
05:17Considering the heavy rainfall and the high volume of water in Metro Manila,
05:26but why is the effect only this much?
05:28Considering that over the years, since on the way, we are developing infrastructure.
05:33What happened? Are our actions still not enough?
05:38Based on the information we received earlier, and this is also from Pagasa,
05:43the rainfall is abnormal.
05:47This is not normal rainfall.
05:50This is equivalent to several weeks of rain that we are experiencing today.
05:57That's why all of Metro Manila and other regions in our country are experiencing floods.
06:06What's important here is that our government is moving.
06:11Both the national and local governments are moving to help our residents.
06:17In San Juan and in Pangkalatang, if you received the report for Metro Manila,
06:23how is our evacuation center? Is it sufficient and do you have sufficient supplies?
06:29I'm here in San Juan. We have more than 1,500 evacuees.
06:36We have a main evacuation center and satellite evacuation centers.
06:41It's good that the rain has stopped.
06:43That's why our residents are moving.
06:47We are providing food. We are making sure they have a place to sleep.
06:52We were rescued earlier by stranded people inside their homes.
06:58They were rescued from our evacuation centers.
07:01As early as this morning, I told my residents that they should leave their homes if they are living in low-lying areas.
07:12In areas where the water level is high and if it rains, where can we call or ask for help for those in need of rescue?
07:22We have a hotline, 137-135. You can call if you need help.
07:28The same goes for the Makabagong San Juan Facebook page and the same goes for Mayor Francisco's Facebook page.
07:33Around the clock, someone is monitoring that.
07:36We are sending all those who are asking for help and rescue to our command center and operations center
07:42so they can go to the police, firefighters and emergency responders.
07:48Thank you very much Metro Manila Council President and San Juan Mayor Francis Zamora.
07:53We have one more story in the heart of San Juan after drowning in Umapau Creek.
08:00Reporting by Mark Zalazar.
08:06This afternoon, the rescue operation in San Juan City became widespread when the flood reached a critical point,
08:13even for residents who are used to floods.
08:16In Barangay San Perfecto, the children, women and the elderly were first rescued.
08:22Adults were rushing to the flood to get their belongings.
08:27But there are residents who will not leave even if the flood is already on the second floor.
08:33Are you not going to leave yet?
08:35Not yet, not yet.
08:36They have already prepared the flood based on their experience in Ondoy and other areas.
08:41The flood in San Juan is coming from the higher part of Quezon City.
08:46You can see the water rising from the top to the bottom of San Juan.
08:51One of the things that the local government of San Juan is monitoring are their creeks,
08:56like this one in Barangay Valencia.
08:59Because this is Umapau, a lot of residents are affected.
09:04It rose yesterday and this morning, even higher than this small river.
09:09They say that a neighbor of theirs was hit by a flash flood in the creek yesterday and fled.
09:15His shoe was damaged and he fled.
09:18San Juan CDRRMO is not yet confirming the incident.
09:23As of yesterday, a lot of people are fleeing from San Juan Gym.
09:27We fled from the riverside.
09:32Maybe it's past the time of the year.
09:37Residents of Barangay Rosario, Pasig City also fled.
09:42Mark Salazar reporting for GMA Integrated News.
09:47All LRT-1 stations will be open for temporary shelter.
09:52This is a help to stranded commuters, especially those who cannot go home because of the flood.
09:58According to the Light Rail Manila Corporation,
10:00all 20 LRT-1 stations will remain open even if there is no longer a threat.
10:07Just go to the waiting areas inside the station and follow the guidance of the security personnel.
10:13The last train journey was extended until 10.15 p.m. as a help to the passengers.
10:21That is the State of the Nation.
10:23For a bigger mission, I am Mackie Pulido.
10:25For a broader service to the country,
10:28under the name of Atom Arawlyo, I am Sandra Aguinaldo.
