03:13They capsized after the rescue boat reached the post of the street sign that was submerged in water.

03:19Meanwhile, the water level in Marikina River is still high.

03:24At the moment, it's at 18.3 meters.

03:27This part of the river is already low after the water level reached 20 meters

03:32during the rain earlier.

03:34A forced evacuation was carried out for the residents who reached the water level in the third alarm.

04:22How many towns are affected and how widespread is the flood that we experienced here in Metro Manila?

04:30All towns in Metro Manila are affected, except the ones near the sea.

04:36Of course, the flood is more severe.

04:38Of course, Marikina, their rivers are flooded.

04:42Here in San Juan, 14 barangays were hit by floods.

04:46But now, the flood level is low because the rain decreased last night.

04:52Earlier, we declared as Metro Manila Council the State of Calamity here in the National Capital Region.

04:59That's important because the local government units will be given a chance to release a quick response fund

05:07from our City Disaster Risk Reduction and Management Fund to address the needs of our residents.

05:14What is your assessment of your meeting earlier?

05:17Considering the heavy rainfall and the high volume of water in Metro Manila,

05:26but why is the effect only this much?

05:28Considering that over the years, since on the way, we are developing infrastructure.

05:33What happened? Are our actions still not enough?

05:38Based on the information we received earlier, and this is also from Pagasa,

05:43the rainfall is abnormal.

06:36We have a main evacuation center and satellite evacuation centers.

06:47We are providing food. We are making sure they have a place to sleep.

06:52We were rescued earlier by stranded people inside their homes.

06:58They were rescued from our evacuation centers.

07:12In areas where the water level is high and if it rains, where can we call or ask for help for those in need of rescue?

07:42so they can go to the police, firefighters and emergency responders.
