Angara delivers first speech as Education secretary

Education Secretary Juan Edgardo Angara gives his first speech at the flag raising ceremony at the DepEd Central Office in Pasig City on July 22, 2024. In his speech, Angara told employees that his marching orders from President Ferdinand Marcos Jr. was to "improve the quality of education" but urged them to help him reach that goal.

00:00One of the most important departments in the government, one of if not the most important departments in the government.
00:16So please give yourselves a round of applause.
00:20That's how important your department is to our Chief Executive.
00:24And of course, it's not just us who know that almost half of the Bloc Russia is here in the TFF family.
00:31I'm not asking for your help, ladies and gentlemen, because I can't do this alone.
00:36Many are decades old, have historical origins, so it's important to understand the problems.
00:47Let's talk, let's have a constructive dialogue, and let's come up with solutions soon.
00:54Because the President is really awaiting results here.
00:59And his marching orders are clear.
01:01First, he said, let's take care of our teachers. They are the heart of our educational system.
01:06Second, he said, let's raise the level of our education.
01:13Let's improve the quality of our education, said the President.
01:17Because he saw in the achievement tests, international tests, that our country is lagging behind.
01:25Quite frankly, it's become an embarrassment for us. It's become a national embarrassment.
01:30So I'm not blaming anyone here. I'm just saying that if we want a solution here, we need to work together.
01:38And we must put our best thoughts, best intentions, and best actions together to achieve the best results.
01:46So as your Defense Secretary, I expect your full support so that you can fully fulfill your duties.
01:54So myself and many of my USECs, ASECs, I ask you to be available to our deaf and employees.
02:01Because here in the Central Office, we are less than 2,500 here in the Central Office.
02:09So I think that is the number one precondition to good performance is good health.
02:14So we will make it a priority to hire at least one doctor for the Central Office.
02:19At our division offices and regional offices, I hope we have one.
02:31So we can really value our deaf and personnel.
02:35I think you are more aware of the problems here in the Deaf Ed.
02:39And I just want to be a channel for reform in our system.
02:43So I will listen to you.
02:46And there are many who want to help outside our division offices and our department.
02:53Many in the private sector, many in international organizations, many in charitable organizations, many in the private sector, corporate donors, well-meaning individuals.
03:03So we will have them come to our offices and we will strengthen our offices so that we can serve our countrymen better.
03:16You are aware of the problems, right?
03:20The lack of facilities, features, etc.
03:24We will pay more attention to that in the coming days and weeks.
03:30Again, let me direct my call for your assistance.
03:34There is a saying in Filipino,
03:38Mag-isa, mag-bilis, sama-sama, malayo.
03:42So I hope we will be fast and together.
