US to support Philippines' efforts to resupply ship on atoll – Sullivan
The United States "will do what is necessary" to see that the Philippines is able to resupply a ship on Ayungin (Second Thomas) Shoal that Manila uses to reinforce its claims to the atoll, White House national security adviser Jake Sullivan said on Friday, July 19.
Sullivan said the US would prefer that the Philippines conducts the resupplies of the small crew on the warship Sierra Madre, which Manila beached in 1999 to reinforce maritime claims in the South China Sea contested by China.
Speaking to the Aspen Security Forum conference in Colorado, Sullivan said the United States has made clear to China that its mutual defense treaty with the Philippines applies to the Sierra Madre.

00:00Well, first of all, just on the point of the Mutual Defense
00:02Treaty, we've made clear that it applies to public vessels
00:06in the South China Sea.
00:07And so China well understands our view
00:09of the application of the Mutual Defense Treaty
00:12should that line get crossed.
00:15That's an important point.
00:16We believe it is a stabilizing point,
00:17is one we have reinforced publicly and very much
00:20reinforced directly to the PRC.
00:21And the Philippines understands and appreciates that.
00:24Secondly, we have tried to consult very closely
00:28with the Philippines, because these are decisions
00:30they should lead on.
00:32How to most effectively reprovision this ship
00:35so that the sailors on board have the food and water
00:38and other provisions they need to continue
00:40to fulfill their mission.
00:42And we will do what is necessary with the Philippines
00:46to see to it that that happens.
00:47But in terms of specific concepts of operations
00:51or the exact way in which the United States would be engaged,
00:54our preference is to have the maintenance of the status
00:57quo there, the capacity of the Philippines
01:00to do these resupplies.
01:01We will continue to support the Philippines
01:03and stand behind them as they take steps
01:06to be able to ensure that.
01:07And I will be very cautious about speaking
01:09about hypotheticals should we have to get to it.
01:12Because the most important thing right now
01:15is to see de-escalation and to see
01:17the ability of the Philippines to do resupplies.
01:19We believe that is achievable.
01:21And we are going to drive to make that happen.
01:23We have seen them respond when we go to them to say,
01:26here's a bank that's facilitating a transaction
01:29that is a concern to us.
01:30We have seen them respond to that.
01:32But writ large, the picture is not pretty.
01:35China continues to be a major supplier of dual-use items
01:39to Russia's war machine.
01:41And dual-use items is kind of an abstract term.
01:45It's a good Washington term.
01:46What it means, it's the implements.
01:47It's the instruments that go into the weapons
01:51that are killing Ukrainians and oppressing Ukraine.
01:55And we think China should stop.
01:58Because we think it is profoundly outside of the bounds
02:04of decent conduct by nation states.
02:07And China should not be on Team Russia
02:09when it comes to the war in Ukraine.
02:11So there are targeted ways in which they are responsive.
02:17But the larger picture continues to travel
02:20in the wrong direction from my perspective.
02:22And we have made no bones about that.
02:24We've been quite public and transparent about it.
02:26And we of course say that directly to them
02:29in dialogue as well.
02:30And so do our European partners.
02:32And the NATO Summit made a very strong statement
02:34on this issue publicly.
