00:00Thank you very much.
00:01Is this Haikal?
00:02Yes.
00:03Congratulations, Haikal.
00:07This is his mother.
00:09Today, I came to Sri Kelantan's flat.
00:11The purpose is to hand over the National Citizen's Certificate.
00:18Under the definition of 15A,
00:20which means that Haikal's brother is in the category of adopted child.
00:24A few days ago,
00:26there was a Tiktok post
00:30about Haikal's brother's National Citizen's Certificate.
00:35When I saw the request,
00:38in fact, in June,
00:40Haikal's brother was already granted the National Citizen's Certificate.
00:46So, whatever it is,
00:48when the news reached my office,
00:51I chose to come here.
00:53The National Citizen's Certificate is not only for Haikal's brother.
00:57Haikal's brother is one of eight siblings.
01:03He has eight siblings, all of them,
01:05from his mother.
01:07So, for all of them,
01:09his mother passed it on to someone else to take care of.
01:12So, when it is taken care of by someone else,
01:16in a situation where the document is incomplete,
01:21when it is taken care of by someone else,
01:23it means that he is categorized as an adopted child.
01:27Even so, if the caretaker requests for the adoption process.
01:31So, we are in contact with Haikal's mother,
01:35Mrs. Azlina.
01:37Are you still in contact with Haikal's biological mother?
01:40We were told that yes,
01:42her biological mother is still alive.
01:44Up until now, her biological mother
01:46does not have an identification card.
01:49She does not have an identification card either.
01:51So, my colleagues then
01:53made a late approval process.
01:57So, when the mother already has an identification card,
01:59at the same time, her eight siblings
02:01will be listed as National Citizens.
02:03We will issue them
02:05the National Citizen's Certificate and then
02:07the identification card.
02:08Compared to before,
02:10if we do not reach out to the adoptive mother,
02:13then all of them are adopted children.
02:15So, the most important thing is
02:18today's attendance shows that
02:20the authenticity of KDN,
02:22especially the Ministry of State Registration,
02:24that the issue of National Citizens
02:26is indeed our main issue.
02:28At the same time, the process
02:30to postpone the move
02:32of the institution
02:34under the title of National Citizens was continued.
02:42It will be brought to the budget session.
02:48How do you see the counter-proposal?
02:51I see the contents.
02:53I know that our proposal
02:55is to build nine things.
02:59The NGO has raised several things.
03:01I held a meeting and gave an explanation
03:03of the rationale or justification
03:05for each proposal that was brought.
03:08They also made a counter-proposal
03:11in the form of a term,
03:13like we use the term
03:16as a technical term.
03:21So, the important thing is
03:23my engagement with them.
03:25I am ready to listen.
03:27I established a number
03:29because they mentioned a number
03:31of children that they referred to
03:33as stateless.
03:35Of the 16,000, only 9,000 are left.
03:37I asked them to show the list
03:39with KDN
03:41because we can determine.
03:43The most important thing is
03:45the number is not their number.
03:47It must be the number of people
03:49who made the proposal.
