00:00Following the incidents in the West Philippine Sea, it's time for the Philippines to take part in the new arbitration case.
00:06According to the retired Supreme Court Senior Associate Justice Antonio Carpio,
00:11in the middle of the Philippine and U.S. Coast Guard sailing in Lubang Island,
00:15the two big ships of China were spotted.
00:17We have the first news from Chino Gaston.
00:23Despite the water cannon, this rubber boat is still sailing.
00:28But this is not a new incident of harassment in the West Philippine Sea,
00:32but a part of the practice of the Philippine and U.S. Coast Guard near Lubang Island in Occidental Mindoro.
00:42Search and Rescue and Medical Evacuation is the main focus of the practice,
00:48where the USCG Cutter Waysh and one of the biggest ships of the PCG, BRP Melchorra Aquino,
00:56while practicing the practice, the China Coast Guard Vessel 5303 approached 15 nautical miles to dock.
01:03In the last monitoring of the PCG, it left towards the direction of Palawan.
01:08It was reported that it came close to Lubang Island at a distance of 16 nautical miles.
01:16So that is also true in response to the incursion, incursive presence of the Chinese Coast Guard in Lubang Island.
01:25The commandant of the Philippine Coast Guard, Admiral Ron Hilgaban, has also deployed the BRP Melchorra Aquino.
01:34We showed the flag by deploying our vessel, and then at the same time, see to it that they are going to depart.
01:41The BRP Melchorra Aquino is 97 meters long,
01:44the BRP Teresa Magbanwa, which was docked in Sabina or Escoda Shoal for several months.
01:51The BRP Teresa Magbanwa is 600 meters away from the Chinese Coast Guard's monster ship.
01:57So I would like to confirm the last image that I got from our Coast Guard personnel from 9701.
02:05The Chinese Coast Guard monster ship remains to be inside the Escoda Shoal.
02:10It never departed and still anchored there.
02:12We also periodically challenged them over the radio,
02:18calling them out and telling them that they are within our exclusive economic zone
02:23and that they have to tell us what is their intention.
02:28China has long said that their ship in Escoda Shoal is still anchored because the Philippines' outpost will be built there.
02:36According to retired Supreme Court Senior Associate Justice Antonio Carpio,
02:40it is time for a new arbitration to be held against UNCLOS
02:44after China opposed the Philippines' request for an extended continental shelf in the West Philippine Sea.
02:51Joint patrols are one of the strongest enforcement measures of the arbitral award.
03:02They're telling China, we can conduct these naval drills, aerial drills,
03:08because these waters constitute the exclusive economic zone of the Philippines in accordance with the arbitral award.
03:16In the exclusive economic zone under UNCLOS, that is the strongest enforcement so far.
03:22Eight years since the arbitral award was issued in 2016, China still does not recognize it.
03:28One of the ways to strengthen it is the Philippine Maritime Zones Bill,
03:34which was just signed by the President, the need for it to be passed into law.
03:37It will establish the limits of the Philippine Maritime Zones and the rights of the country within it.
03:43We included the Philippine Maritime Zones in Palawan and the Philippine Maritime Zones in the Philippine Rise.
03:47Our rights and boundaries are clear.
03:51It is clear that we have a law where we can sail and fish.
03:58With that act, we're also now laying the groundwork for improving our law enforcement.
04:07within these maritime zones.
04:09China has always pushed for the so-called arbitral award
04:12because it is included in the agreement with the Philippine Maritime Zones and the Philippine Rise.
04:17The Chinese Foreign Ministry said that they support it.
04:20It is a direct negotiation between China and the Philippines.
04:24This is in line with the aforementioned arrangement on improving the Philippines-China maritime communication mechanisms
04:30signed by our Department of Foreign Affairs.
04:33This agreement will provide different ways for the two countries to discuss maritime issues.
04:40It can be through the so-called leadership of their leaders
04:44through the DFA and the Ministry of Foreign Affairs of China
04:48up to the level of the Foreign Minister and the Vice Foreign Minister
04:52and through their Coast Guard.
04:54The DFA is coordinating with China for its guidelines.
04:59This is the first news. Chino Gaston for GMA Integrated News.
