00:06According to the retired Supreme Court Senior Associate Justice Antonio Carpio,

02:40it is time for a new arbitration to be held against UNCLOS

02:44after China opposed the Philippines' request for an extended continental shelf in the West Philippine Sea.

02:51Joint patrols are one of the strongest enforcement measures of the arbitral award.

03:02They're telling China, we can conduct these naval drills, aerial drills,

03:08because these waters constitute the exclusive economic zone of the Philippines in accordance with the arbitral award.

03:16In the exclusive economic zone under UNCLOS, that is the strongest enforcement so far.

03:22Eight years since the arbitral award was issued in 2016, China still does not recognize it.

03:28One of the ways to strengthen it is the Philippine Maritime Zones Bill,

03:34which was just signed by the President, the need for it to be passed into law.

03:37It will establish the limits of the Philippine Maritime Zones and the rights of the country within it.

03:43We included the Philippine Maritime Zones in Palawan and the Philippine Maritime Zones in the Philippine Rise.

03:47Our rights and boundaries are clear.

03:51It is clear that we have a law where we can sail and fish.

03:58With that act, we're also now laying the groundwork for improving our law enforcement.

04:07within these maritime zones.

04:09China has always pushed for the so-called arbitral award

04:12because it is included in the agreement with the Philippine Maritime Zones and the Philippine Rise.

04:17The Chinese Foreign Ministry said that they support it.

04:20It is a direct negotiation between China and the Philippines.

04:33This agreement will provide different ways for the two countries to discuss maritime issues.

04:54The DFA is coordinating with China for its guidelines.
