Third party to investigate Cebu City oval

Education Assistant Secretary Francis Cesar Bringas announces in a press conference on July 13, 2024 that a third-party investigation will be conducted to verify if the oval track at Cebu City Sports Center, currently used for the Palarong Pambansa, meets the international standard of 400 meters. Concerns arose when reports surfaced that the technical committee of the national sporting event found the oval to measure 398 meters, two meters short of the required length. Bringas said that resolving the oval's measurement issue was crucial as record-breaking performances logged during the Palarong Pambansa would not be recognized.

00:00Not long after, to take a telescope device to measure the distance of the entire oval,

00:52or the more accurate verification of the distance of the entire trap.
01:01So as it is, all our records, because of the 398 measurement,
01:07all our records are not yet official,
01:10except for the events that are on the straight,
01:14like the 100-meter dash and the 110-meter hurdles,
01:18which are all on the straight line,
01:20because it appears that the short of two meters
01:24could be attributed to the bends or the curves of the oval.
01:28So that's what we're trying to resolve now,
01:30and we will let you know of the final results once the third party measurement will come.
01:36We are trying to have the third party that will come in to get the measurement,
01:40to validate the measurement of the trapwork at 398.
01:44Why is this so important?
01:47Because we have a TAPACHA that provides the guidelines for the measurements
01:51of all the oval standard measurements, international standards.
01:55And a consequence of a not accurate measurement of the standard oval
02:01would result to non-inclusion of the official times of our numbers.
02:08So for example, we have a bending record now.
02:12We cannot break records if it is substandard in terms of distance.
02:18So for example, now we have a 110-meter hurdles or secondary voice that is bending.
02:25And it is supposed to be a record-breaking time,
02:28but it still can be because of the non-validation of the actual distance of it.
02:36So that is actually the consequence, and we cannot do otherwise
02:40because if we certify that they are on standard,
02:45that will be up to, that will be upheld,
02:48so that will be dragged into the controversy,
02:50and that will be a red flag to the World Athletics Association as well.
02:54So therefore, we have to prepare, and that is why we are doing this.
