River of Life project reaches 81% progress, land value appreciated by 87%, says Dr Zaliha

The River of Life (ROL) project which is likely to fail to meet its completion deadline this year has reached progress of 81%, says Dr Zaliha Mustafa.

In her ministry’s reply to the debates on the Auditor-General’s 2/2024 report on Wednesday (July 10), The Minister in the Prime Minister’s Department (Federal Territories) said despite the issues with the project, the Klang and Gombak rivers have achieved the status of being an iconic waterfront.

00:00Project ROL or Greater KLKB is composed of three main components,
00:06the first is about river cleanliness, the second is about river beautification, and the third is about land development.
00:12The total cost of ROL is Rp4.36 billion, where Rp3.3 billion is allocated for the cleanliness component,
00:21while Rp1.06 billion is allocated for the river beautification component.

00:36while Rp1.13 billion is allocated for the beautification component,
00:39while Rp8 billion is allocated for the management contract, until 30 June 2024.
00:44ROL is the most complex river restoration project in the city,
00:49and the highest cost ever implemented in Malaysia, which is Rp4.36 billion.
00:55Although the status of the project has not reached 100% and the current status, as I mentioned earlier, is 81%,
01:02however, Kelang River and Gombat River have managed to achieve status as a waterfront icon,
01:07which is dynamic and unique with high economic value,
01:10as stated when this project was initiated earlier.
01:14The re-evaluation of the land value implemented on 3 April 2023 by the Ministry of Finance,
01:24found that the highest and best value of the ROL land is Rp11.4 billion,
01:30compared to Rp6.1 billion in 2012.
01:34This indicates an increase of Rp5.3 billion or 87% for the ROL land.
01:42The research results by C.H. William Talha and Wang in 2015 are a reference and basis for the ROL development plan,
01:51which is a discussion with all Ministry of Finance or KJP owners,
01:57which will be held after the project is fully completed for the presentation of the new seven items.

02:07want to emphasize that the main decision regarding the development of ROL land
02:12is under the authority of KJP land owners and also related to financial capability
02:19and the foundation of the government.
