00:00The Pre-College Entrance Examinations Act is now in effect under R.A. 12006.
00:07Qualified graduates and graduating students are accepted to pay the entrance exam fee to private colleges and universities.
00:15But there are conditions.
00:17The student should be a natural-born Filipino citizen.
00:20The top 10% of the graduating class should be a part of it.
00:24His family should have a low poverty threshold.
00:28The Commission of Higher Education should issue the Implementing Rules and Regulations within 60 days after the effectivity of the law.
00:37Three men were identified as connected.
00:40One of them is a high-ranking PNP official for the purpose of collecting payola.
00:44He is under arrest.
00:45He is with PNP-CIDG Director Leo Francisco.
00:48The suspects and their names are being used by PNP Chief Romel Francisco Marbil for the purpose of collecting money for illegal transactions.
