00:00It is not yet considered an armed attack by the Chinese Coast Guard against the Philippine Navy in Iungin Shoal on June 17, according to the Philippine officials.

00:10However, this should not be considered a misunderstanding or an accident.

00:15And the tension is not yet rising that the Chinese Coast Guard launched a monster ship over the area.

00:29A week after the confrontation between the Philippine Navy and the Chinese Coast Guard in Iungin Shoal,

00:34the Chinese Coast Guard 5901 was spotted near the BRP Sierra Madre,

00:39which was launched as a monster ship and one of their biggest ships.

00:43According to maritime security expert, Ray Powell,

00:46the ship was spotted next as it approached the Sabina Shoal where the BRP is stationed in Magbanua.

00:52The inflatable boats, PCG and CCG, were also spotted there.

00:57Ladies and gentlemen, this is China Sea.

01:00The Chinese Foreign Ministry urged the Philippines to stop its invasion

01:05and help China for peace in the South China Sea.

01:09The Philippines is misleading the international community.

01:14In the past, China has been seen as a professional and has been monitoring the actions of the CCG in Iungin Shoal on June 17.

01:20Even in that incident, the video shows the CCG's aiming of the gun

01:25and other similar things to the Philippine soldiers.

01:28The same goes for the smuggling, theft and the hole in the Philippine's inflatable boat.

01:35At one point, a Chinese inflatable boat was seen chasing a Philippine ship.

01:42At the time of the robbery, the two boats almost fell.

01:46The government still does not consider the armed attack under the Mutual Defense Treaty as what happened on June 17.

01:51But they also do not consider it as a misunderstanding or an accident.

01:55We are not downplaying the incident. It was an aggressive and illegal use of force.

02:01The definition of armed attack is the use of military force and excessive mass use of force to trigger collective self-defense.

02:11Even in the Article 51 of the UN Charter and in the MDT, they do not force the definition of armed attack.

02:19The President also did not approve the recommendation of the National Maritime Council to announce regular RORE missions.

02:26The President has reiterated that we will not publish schedules of any RORE.

02:33But the Ministry of Foreign Affairs stated that there was no help from their Chinese counterpart

02:38since the incident that happened on June 17.
