00:00A government needs to spend a lot.
00:03The amount of diesel subsidies we gave last year was more than 20 billion.
00:07We have to cover the deficit.
00:09The money we pay to these companies cannot get subsidies to go back to the people.
00:15We use it to build better schools, clinics, and infrastructure that are important to the people.
00:21The government has allocated RM393.8 billion to OPEX in 2024.
00:41RM303.8 billion is a large amount.
00:46But we expect it will increase year after year.
00:49But why is OPEX Malaysia so expensive?
00:52This is because it includes various expenses, including public servants' salaries,
00:57pension, subsidies, government building subsidies, and government loan benefits.
01:05Currently, the amount of government debt is RM1.5 trillion.
01:10In fact, after the debt that needs to be paid, including OPEX,
01:15there is no more money to spend on development.
01:18That is why the government needs to find a way to increase state income.
01:23To do this, Malaysia uses various strategies to strengthen state development.
01:29One of the steps taken is to eliminate corruption and curb fiscal leaks.
01:34Another step is through interest.
01:37Recently, the government has increased the interest rate from 6% to 8%.
01:43This step is expected to add RM3 billion to state income.
01:48Not only that, other interests including low-value goods and capital gains interest rates,
01:54which are strong on January 1 this year,
01:57as well as high-value goods interest rates that will be implemented
02:01is expected to add RM1.7 billion to the budget.
02:07But this additional fund must be distributed evenly to the poor.
02:13This is where the main data base plays its role.
02:17Creating a main data base for all government agencies
02:24in making decisions based on accurate data
02:28improves the speed of government spending.
02:33It serves to ensure that every cent of subsidies spent reaches those who are entitled.
02:40This is very important, taking into account that Malaysia spends RM52 billion
02:46for subsidies that are largely enjoyed by those with high income.
02:52By using socio-economic data such as household income,
02:56the government is also able to identify those who are entitled to receive subsidies,
03:01including government initiatives such as Rahmah Cash and Rahmah Fund.
03:07In short, the procurement of additional subsidies will increase state income.
03:13Efforts to eradicate corruption, curb fiscal inflation,
03:17provide subsidies and contributions to the people in need
03:21can avoid public funds being wasted.
03:25Increasing subsidies alone is meaningless.
03:28To enjoy a better quality of life,
03:31people's income must also increase evenly.
03:35However, the reality is that there is no increase in income.
03:39Since 10 years ago, state income per capita has remained unchanged,
03:44which is $11,000 a year.
03:47Now half of the 6.45 million Malaysians
03:52who work in the formal sector earn less than RM2,600 a month.
03:59Approximately 40% of graduates work in a field that is not related to their qualifications.
04:05To help employees get out of the low-wage trap,
04:09the country needs to create high-skilled job opportunities with a decent salary.
04:15The salary of half Malaysian workers is less than RM2,250 a month.
04:23A responsible country must set a program for its employees.
04:29The government has taken several steps to restore the country's fiscal trajectory.
